Job Summary:
The experienced Environmental Restoration project Manager will support the Federal Environmental Consulting Services business line and will be responsible for a multitude of environmental projects supporting Federal, state, and municipal clients.
Clients include the US Army Environmental Command, US Army Corps of Engineers, Naval Facilities Engineer Command, Defense Agencies, Veterans Affairs, and other Federal agencies. This position provides project management and oversight of a range of environmental support areas, but primary focuses on environmental cleanup/restoration support to the US Army Environmental Command.
This job is located at Joint Base San Antonio (Fort Sam Houston Area) and includes some flexibility for remote work but will be primarily on-site support. This job includes direct contact with clients, subcontractors, and vendors.
Duties and Responsibilities:
Plans and manages environmental remediation projects from conception to completion and maintains consistent communication with stakeholders.
Monitors project timelines, budgets, and resources to ensure project goals are met.
Conducts site assessments, analyzes data, and recommends creative solutions to tackle environmental hazards.
Provides expertise and guidance to remediation teams and stakeholders on environmental best practices and regulatory compliance.
Perform programmatic support functions to ensure cleanup projects are properly identified, assigned the correct phase of the investigations, estimates for project costs are reasonable, project start and completion dates are properly captured, and track status of project completion.
Conduct technical reviews of environmental documents on topics associated with Site Investigations, RCRA corrective action and CERCLA response actions.
Assist the client in identifying new requirements either emerging from regulatory changes and/or changes in site conditions at Army installations.
Assist in annual reporting and tracking requirements, providing QA/QC of reporting data.
Prepare written and verbal technical reports, including documentation of audits and field investigations, regulatory research, evaluation of findings, data management and interpretation.
Assist with review and preparation of work plans (sampling and analysis plans, quality assurance project plans, and health and safety plans) and completion reports for environmental projects.
Complete environmental site visits at various locations throughout the United States to conduct environmental inspections.
Conduct standard field sampling procedures for various environmental media (soil, groundwater, surface water/sediment, and air).
Coordinate field activities and schedules with property/facility owner/operators in a clear, professional manner.
Perform quality assurance and quality control (QA/QC) review of technical documents for clarity, grammar, spelling, punctuation, content, consistency, tone, tense, and style.
Ensure all client comments are appropriately addressed.
Collaborate with the project team to complete the project within its planned scope, schedule, and budget, while serving as a liaison for the project’s technical, functional, and non-functional teams.
Ensure work performed by contractors, consultants, and employees is completed in accordance with Federal, State, and Salas O’Brien standards.
Maintain 90% billability (meaning the time is directly charged to various revenue-generating projects).
Perform other related duties as assigned by management.
Qualifications and Experience:
Professional Engineer (PE) preferred, or Professional Geologist (PG) license with relevant environmental experience; OR
Bachelor’s degree or higher in one of the following fields:
Environmental Science
Environmental Engineering
Geology
Hydrogeology
Biology
Ecology
Chemistry
Natural Resources
Minimum of 2 years’ full-time work experience environmental restoration RCRA corrective action and CERCLA responses. Experience supporting Federal environmental programs preferred.
Excellent knowledge of environmental regulations, primarily CERCLA, RCRA, TSCA, and NEPA programs.
Demonstrable knowledge of regulatory program areas including CERCLA Site Investigations/Remedial Investigations, CERCLA Feasibility Studies, CERCLA response actions, RCRA Facility Investigations, RCRA Corrective Measure Studies and RCRA Corrective Action.
Proficient with ASTM International Standards pertinent to the environmental site assessment and remediation.
Ability to lift and/or move up to 25 pounds. Occasionally required to stand, walk, climb, balance, bend, stoop, kneel, or crawl in indoor and outdoor locations.
Ability to travel up to 25% of time to client sites and project locations.
Regular and recurring exposure to moderate risks and discomforts including noise, high or low temperatures, dust and/or exhaust, adverse weather conditions, and occasional exposure to conditions in facilities, laboratories, or construction sites requiring normal safety precautions or some protective clothing.
U.S. Citizenship required.

Ability to build long-term mutually beneficial relationships with clients, partners, and team members.
Ability to identify new growth opportunities and develop relationships with existing and new clients.
OSHA 40 Hour HAZWOPER Training, and ability to pass a HAZWOPER physical, medically able to wear a tight-fitting respirator.
OSHA 8 Hour HAZWOPER Refresher Training.
CPR and First Aid Training.
Proactively seek out opportunities to support other Project Managers and develop professional and career interests and related skillsets relevant to Salas O’Brien’s business services.
Ability to work together on teams, as well as independently, and at on-site public, private, government, and military locations.

Travel: This position requires up to 25% travel to client and project locations due to the geographical diversity of client and projects.
Compensation:
The expected base salary range for this role is $68,000-$82,000 per year. Actual compensation will be determined based on a number of factors including skills, experience, qualifications, and location.
