The Construction Engineer will manage the bid process, develop construction plans, and provide construction management services for public and industrial projects. They will also oversee contractor performance, manage project budgets, and ensure quality workmanship throughout the project lifecycle.
Candidates must hold a Bachelor's degree in construction management or civil engineering and possess at least eight years of experience with LA DOTD construction operations. Additionally, the role requires three years of leadership experience, proficiency in MS Office, and the ability to travel frequently.
This position as a Construction Engineer/Project Manager is a full-time role. This role will allow the candidate to assist with the development of construction plans and specifications, manage the bid process, and provide construction management services for various public and industrial sector projects.
MINIMUM QUALIFICATIONS (Knowledge, Skills and Abilities):
Related Bachelor's degree (preferably construction management or civil engineering).
Minimum eight years' experience with LA DOTD construction project operations.
Minimum three years directly related leadership experience with construction background.
Must possess a valid driver's license and maintain an insurable driving record.
Must have previous site management experience as well as experience at maintaining a good relationship with the client and suppliers.
Must have hands-on experience with directing the activities of contractors and crews for mechanical, electrical, civil and structural construction in an industrial setting.
Ability to read engineering drawings maps is required.
Proficiency with Word, Excel, MS Project
Self-Directed - Shows initiative and the ability to organize oneself.
Diplomatic - Outstanding interpersonal and communication skills, including ability to negotiate compromise and demonstrate diplomacy in sensitive situations and to interact effectively with senior management.
Quality Management - Demonstrates accuracy and thoroughness; looks for ways to improve and promote quality; applies feedback to improve performance; monitors own work to ensure quality. Prioritizes and plans work activities efficiently.

Assist with development of project plans and specifications.
Assist in the identification and qualification of the various sub-contractors required for the project including all sites and building trades.
Develop initial project specific cost estimates and take lead responsibility with the budgetary management of the various cost components of the project.
Monitor and ensure schedule performance and quality workmanship of contractors.
Work closely with the contractor, architect, civil engineer and associated consultants in developing site specific value engineering options for the work.
Review change proposals, proposal requests, requests for information, supplemental instructions and other contract documentation as required on behalf of the client's interests.
Review and approve contractor payment requests.
Attend local meetings, approval meetings, conferences on behalf of client. Document and take action on items in client's interests.
Coordinate with client's design and construction personnel to ensure accuracy in the owner's development of client's construction documents.
Serve as an information resource by coordinating client's work, participating in construction meetings, resolving disputes, providing ongoing feedback, and coordinating project punch list and close-out.
Prepare construction completion reports.
Perform other related duties as assigned.

Southland Steel Fabricators, Inc. is a family owned and operated industrial steel fabrication company. Southland primarily serves the refining, power and chemical markets. Our facility is located on 60 acres with 300,000 sqft of production area. Our facility is fully automated with the latest CNC equipment. We maintain lean manufacturing processes and our facility is quality certified by the American Institute of Steel Construction and the Canadian Welding Bureau. We are also the only steel fabricator in the Gulf South certified to apply cryogenic, intumescent and lightweight cement fireproofing in house. These complex coatings are applied in a 20,000 sqft climate controlled facility. Our fabrication capacity exceeds 30,000 tons annually and we deliver material throughout North America.
