Prepares and analyzes financial statements and related reports. Prepares the budget and 990 and coordinates the annual audit. Responsible for asset management. Works with Senior Management Team to recommend, implement, coordinate, and evaluate programs and services for the development of The Library. Staff liaison with Executive and Finance Committees of the Board. Provides financial leadership to the Capital Area Library District.

Essential Functions
Manages the staff of Finance Department. Communicates system goals and priorities
and changes in policies and procedures for staff.
Plans, directs, and coordinates the financial operations of The Library. Responsible for the annual audit, 990, and preparation of the financial part of the Annual Report to the Commonwealth Libraries. Responsible for asset management, including insurance program renewals
Plans, directs, and coordinates the financial operations of The Library, including oversight of accounts receivable and payable, payroll and related taxes, investment, and account maintenance. Additionally, responsible for the annual audit and preparation of the financial part of the Annual Report to the Commonwealth Libraries.
Prepares administrative and budgetary reports for board action and staff planning. Advises Executive Director on fiscal and budgetary problems and other fiscal matters. Specifically oversees the budget for the Finance Department, and has oversight responsibility of all department budgets, calling attention to unusual or questionable items.
Works with The Library’s Board of Trustees, specifically with the Finance and Executive Committees, to provide financial information so that the board can fulfill their fiduciary responsibility.
Maintains records and ensures compliance with federal and state laws, including but not limited to, tax status, grant and special project reports, and employer tax returns.
Evaluates and audits workflow and quality in the finance department of The Library, adjusting procedures and policy as necessary to maintain quality service to The Library.
Works with Senior Management Team to review and develop policies, procedures, and long-range plans to fulfill the vision and goals of The Library.
Provides training to department managers in financial management and budgeting pertinent to their daily functions.
Prepares monthly reports of finance related items. Prepares other reports as required, including but not limited to the required surveys from various government agencies.
Provides guidance to Capital Area Library District on financial matters.
Speaks to community groups and other libraries.
Attends staff meetings and continuing education workshops.
Performs other related duties.

QualificationsMinimum Qualifications
Education/Training: BA/BS in Business or Accounting. CPA preferred.
Experience: Five years’ experience in an administrative position that includes financial management and budget preparation. Three years direct supervisory experience.
Required: Requires independent transportation for travel to libraries, programs, and outreach locations. Excellent customer service and communication skills.
