Position Summary
The Federal HR Specialist will provide comprehensive federal human resources support to a federal Human Capital Management Office. This position serves as the primary resource for Benefits and Retirement Administration while also supporting HR processing, staffing, onboarding, personnel actions, and employee records management. The Federal HR Specialist will deliver responsive, accurate, and customer-focused HR services in compliance with federal regulations, Office of Personnel Management (OPM) guidance, agency policies, and privacy requirements while supporting a diverse federal workforce.
Primary Responsibilities
Benefits and Retirement Administration
Administer Federal Employee Health Benefits (FEHB), Federal Employees' Group Life Insurance (FEGLI), Thrift Savings Plan (TSP), Employee Assistance Program (EAP), telework, and other employee benefit programs.
Review and process employee benefit elections and related documentation.
Prepare retirement estimates using Government-provided tools.
Compile, verify, and maintain employee service histories.
Calculate military deposits, redeposits, and retirement service credit.
Coordinate with OPM, DFAS, payroll providers, insurance carriers, and other federal agencies regarding employee benefits and retirement actions.
Support Open Season activities, benefits seminars, and employee engagement events.
Deliver benefits briefings during new employee orientation.
Maintain benefits records and HR systems, including FPPS, e-Comp, and FHR Navigator.
Provide general benefits guidance and refer complex issues to Government Benefits Specialists.
HR Processing and Staffing Support
Process personnel and payroll actions accurately and within required timeframes using FPPS.
Prepare appointment and onboarding documentation.
Support recruitment activities by issuing tentative and official employment offers.
Review HR forms for completeness and regulatory compliance.
Maintain electronic Official Personnel Folder (eOPF) records.
Convert paper personnel files into electronic records.
Audit personnel records for quality and compliance.
Process leave transfers and related personnel actions.
Coordinate and conduct new employee orientation.
Track employee awards and maintain supporting documentation.
Respond to employee and management inquiries regarding HR policies, systems, and procedures.
Identify, research, and resolve HR processing discrepancies.
Requirements
Minimum Qualifications
High school diploma or equivalent.
Minimum of three (3) years of experience supporting Federal Human Resources operations with an emphasis on benefits administration, retirement processing, or personnel actions.
Working knowledge of OPM regulations, federal benefits programs, retirement processing, and HR policies.
Experience utilizing the Federal Personnel and Payroll System (FPPS) and related federal HR systems.
Strong organizational, analytical, and customer service skills.
Excellent verbal and written communication abilities.
Ability to manage multiple priorities while maintaining a high degree of accuracy and confidentiality.
Preferred Qualifications
Experience supporting a civilian federal agency Human Resources Office.
Experience conducting retirement calculations and service credit determinations.
Experience administering federal employee benefit programs.
Familiarity with eOPF, FHR Navigator, e-Comp, and other federal HR information systems.
Knowledge of federal personnel processing, onboarding, and records management.
Work Environment
This position is performed primarily onsite at a federal government facility, with telework available at the Government's discretion. The role requires handling sensitive personnel information, maintaining strict confidentiality, and complying with all federal security, privacy, records management, and information protection requirements. The position supports full-time contract performance and requires flexibility to meet changing workload priorities while maintaining exceptional customer service and accuracy.
