This position facilitates the pretreatment program under the Virginia Pollutant Discharge Elimination System through project management, policy development, and technical support. It also provides leadership to staff and ensures compliance with state and federal water regulations and grant guidelines.
Candidates must have a background in environmental science, engineering, or related fields, along with a demonstrated understanding of the Clean Water Act and state water program processes. Strong analytical, organizational, and communication skills are required to manage complex projects and stakeholder relationships.
This position assists in the delivery and facilitation of DEQ's pretreatment program under the Virginia Pollutant Discharge Elimination System (VPDES) program through project management and coordination, policy development, technical support, and collaboration with programmatic partners. Provides development and implementation of one or more of the following: policies, regulations, guidance, work plans, program manuals, technical procedures, and other technical tools for enhancing water program effectiveness. Provides leadership, direction, and guidance to program staff, and ensures compliance with applicable statutes, regulations or grant guidelines, policies, commitments, and procedures.
Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
The primary responsibilities include identifying procedural, policy, guidance, and consistency issues and recommending implementation strategies to enhance program consistency in Central Office and throughout the regional offices. This position ensures that the commitments in the program and the timeframes in procedures and regulations are met. Produces quarterly, semi-annual, and annual reports on water program activities, as needed. Coordinates staff review of correspondence, reports, plans, and permits to ensure conformance to and consistent application of procedures, regulations, work plans, sound engineering and ecological practices, and pollution prevention approaches. Responds to requests for technical and regulatory assistance from staff, regulated community, program partners, consultants, and the public for complex projects and/or enforcement cases. Provides guidance and training in the technical and regulatory aspects of water programs. Evaluates programs for effectiveness and efficiency and conformance to state/federal laws/regulations and guidelines.

In addition, other programs cover a variety of environmental activities, such as improving the ability of businesses and local governments to protect the environment, and offering technical and financial assistance for air and water quality improvements. Through its seven regional offices, DEQ issues permits, conducts inspections and monitoring, and enforces regulations and permits.
