Full job description
Design-Build, CMAR & Civil Construction Delivery
For more than 100 years, Maguire has been an industry leader in the fabrication, construction, and maintenance of water storage tanks and elevated water towers. We are continuing to build on that legacy by expanding the ways we partner with customers, engineers, subcontractors, and internal teams through more collaborative delivery models, including Design-Build and Construction Manager at Risk (CMAR).
The Construction Project Manager will play a key leadership role in helping Maguire deliver complex water infrastructure projects from early planning through final closeout. This position will focus heavily on the civil construction components of water tank and elevated water tower projects, including foundations, underground piping, valves, site work, utilities, and related water distribution applications. The role will also support Maguire’s growing Design-Build and CMAR approach by engaging earlier in the project lifecycle, helping define scopes of work, identifying project risks, building subcontractor strategies, supporting preconstruction planning, and ensuring each project is positioned for successful execution before construction begins.
This is an opportunity for a strong construction leader who enjoys taking ownership, building relationships, solving problems before they become larger issues, and working in a fast-moving environment where safety, quality, customer experience, schedule, and financial performance all matter. The ideal candidate will be a collaborative, detail-oriented project leader who can work across sales, preconstruction, engineering partners, field operations, subcontractors, owners, and municipal customers to deliver projects that strengthen Maguire’s reputation as a trusted leader in water storage infrastructure.
Essential Functions:
Lead assigned construction projects from preconstruction planning through project closeout, ensuring alignment around scope, schedule, budget, safety, quality, customer expectations, and project profitability.
Support Maguire’s Design-Build and CMAR delivery efforts by participating in early project planning, constructability reviews, scope development, subcontractor strategy, project phasing, budget validation, and risk identification.
Collaborate with sales, preconstruction, engineering partners, internal project managers, field leadership, and customers to help translate early project concepts into executable construction plans.
Develop and maintain a strong national subcontractor network focused on civil construction work related to water tank and elevated water tower projects, including foundations, excavation, underground piping, valves, utilities, site work, and related water distribution applications.
Utilize Maguire Project Management System, MPMS, to manage multiple simultaneous projects, track project performance, maintain documentation, and support consistent execution across the organization.
Review plans, specifications, subcontractor proposals, scopes of work, pay requests, schedules, change orders, progress reports, and closeout documentation to ensure accuracy, completeness, and alignment with project requirements.
Negotiate with subcontractors, engineers, owners, and other project partners in a professional and solutions-oriented manner.
Conduct cost analysis, assist with project budgets, validate expected costs, and monitor financial performance throughout the life of each project.
Identify potential risks early, communicate concerns clearly, and recommend practical mitigation strategies that protect Maguire, the customer, and the overall project outcome.
Establish and manage project objectives related to safety, schedule, quality, profitability, client relationships, company growth, and team development.
Coordinate the work and movement of subcontractors, field crews, suppliers, and other project partners to maintain schedule, quality, and safety expectations.
Serve as a primary liaison between Maguire, customers, engineers, subcontractors, vendors, and internal team members.
Communicate project updates, risks, needs, and opportunities in a clear and timely manner to owners, engineers, subcontractors, field teams, and Maguire leadership.
Support continuous improvement by recommending enhancements to MPMS, project workflows, subcontractor management, documentation practices, and other Maguire systems.
Partner with sales and marketing teams by providing project knowledge, technical insight, and field feedback needed to promote and sell new projects, programs, and delivery models.
Ensure compliance with federal, state, local, industry, contractual, and company requirements, standards, specifications, and best practices.
Build trusted relationships with customers, engineering partners, subcontractors, vendors, and internal team members that reinforce Maguire’s reputation for quality, accountability, and long-term partnership.
The above statements are intended to describe the general nature and level of work being performed and not an exhaustive list of all responsibilities, duties, and skills required of team members. May perform other duties as assigned.
Essential Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals to perform the essential functions.
Bachelor’s degree in Construction Management, Civil Engineering, Business, or a related field preferred.
Minimum of five years of construction project management experience, or an equivalent combination of education and experience.
Experience managing civil construction scopes such as foundations, excavation, underground piping, utilities, site work, concrete, and subcontracted field work.
Experience with water infrastructure, municipal construction, industrial construction, or tank construction preferred.
Understanding of Design-Build, CMAR, negotiated work, preconstruction planning, constructability review, value engineering, scope development, and collaborative project delivery preferred.
Ability to read, interpret, and analyze construction drawings, specifications, bid documents, safety requirements, operating instructions, maintenance instructions, and procedure manuals.
Ability to write clear project correspondence, reports, meeting notes, scope clarifications, and customer-facing communication.
Strong communication skills with the ability to speak effectively with customers, engineers, subcontractors, vendors, field crews, and internal team members.
Ability to analyze budgets, schedules, quantities, rates, ratios, percentages, and project performance data.
Ability to solve practical problems, make sound decisions, and manage multiple priorities in a fast-paced construction environment.
Strong computer skills and ability to work within project management systems, spreadsheets, document management tools, and communication platforms.
Must be highly organized, quality conscious, detail oriented, dependable, trustworthy, and willing to take ownership of project outcomes.
Ability to work independently while also building strong relationships with internal and external customers.
The ideal candidate must have working knowledge of all job specific operating procedures, be extremely quality conscious and detail oriented, accept responsibility and account for own actions, have the ability to work independently with minimal supervision, be able to build solid relationships with internal and external customers, be dependable and trustworthy, and have basic computer skills.
Ideal Candidate Profile
The ideal candidate is a builder, planner, communicator, and problem solver. This person understands that great projects are won and lost long before crews arrive on site. They know how to ask the right questions early, identify risk, align expectations, and bring the right people together to create a clear path forward.
A successful Construction Project Manager at Maguire will be someone who:
Takes ownership and follows through.
Builds trust with customers, engineers, subcontractors, and field teams.
Understands both the technical and relational sides of construction.
Can balance cost, schedule, quality, safety, and customer experience.
Is comfortable working in both traditional bid-build environments and collaborative delivery models.
Sees preconstruction as a critical part of project success.
Communicates clearly, professionally, and proactively.
Looks for ways to improve systems, strengthen processes, and help Maguire continue to grow.
Work Environment:
Majority of the time is spent in an office environment.
Frequently required to sit, squat, talk, and hear.
Constantly required to use hands and fingers to feel, handle or operate objects, tools or controls; and reach with hands and arms.
Adhere to Maguire’s PPE Policy and Safety Programs.
Occasionally lift and/or move up to 20 pounds.
Specific vision abilities. Requires close, distance, peripheral, and color vision, and the ability to adjust focus.
Able to work at a sustained pace and produce quality work.
Ability to travel up to 30% of the time.
