While this work is meaningful and mission-driven, it can at times be stressful, demanding, or unpredictable. Employees are expected to exercise sound judgment, remain aware of their surroundings, follow established safety, communication, and de-escalation procedures, participate in all required trainings, and promptly report incidents, threats, injuries, or unsafe conditions, in accordance with ECS policies and procedures.

This position is a fully onsite, client-facing role that requires in-person interaction and direct service delivery to participants at ECS program locations. Due to the essential nature of the duties and the need for consistent in-person engagement with clients, remote work or work-from-home arrangements are not available for this position.

SALARY:

External Candidates: $95,005 - $96,430

Internal Candidates: $97,855 - $99,280 Based on Longevity

POSITION SUMMARY

The Residential Services Manager carries primary responsibility for all shelter operations, ensuring high quality programming and services for residents. This position must set a tone of professionalism for all staff, emphasizing treating participants with dignity and respect, while understanding the vast diversity. The Residential Services Manager ensures client-driven services with a strengths-driven philosophy.

The Residential Services Manager also pledges guidance, training, supervision, and overall leadership to shelter staff, ensuring delivery of excellent services. This position will promote outreach efforts engaging residents with Case Management services.

PRIMARY DUTIES AND RESPONSIBILITIES

Participant Interaction and Community Building

Build strong relationships with the on-site Behavioral Health Clinician and Case Management Team to support effective service delivery. Field client, community, and/ or public concerns.
Ensure staff interaction with participants is respectful and compassionate.
Ensure all services and program materials are relevant, engaging, accessible, and understood by participants of differing backgrounds and histories.
Works to build teamwork, trust, and collaboration.
Develop good working relationships with neighbors.
Provide services-focused guidance to Assistant Residential Services Managers and Residential Services Coordinators, develop in-service training program, and provide supervision and leadership so that client-focused support services are respectful and compassionate.

Administration

Ensure high quality shelter operations and services.
In partnership with Human Resources, hire, train, supervise and performance manage shelter leadership staff in accordance with ECS policies and procedures.
Ensure completion of all staff introductory and annual performance evaluations and conduct one-on-one weekly supervision with direct reports.
Design and implement staff training and continuing education programs for staff.
Ensure completion of bi-weekly payroll minimizing overtime.
Create and regularly review site policies and procedures and standard operating procedures.
Coordinate program activities in collaboration with behavioral health cand case management.
Serve as operations team leader and coordinate activities with other shelter management staff.
Follow policies, procedures, and protocols established by any appropriate City or County agency or funders.
Manage service reporting to funders and coordinate billings with Finance Department.
Attend all meetings and perform all other duties as assigned.

Safety and Security

Oversee shelter operations ensuring a safe environment for staff and participants.
Manage and support staff through crisis intervention and lead team in skill development.
Carry out regular health and safety building inspections in partnership with ECS Safety Manager.
Participate as an active member of ECSs Safety Committee.

QualificationsREQUIREMENTS

Minimum 5 years’ experience in a shelter environment with ability to lead large teams in a collaborative environment. Firm knowledge of using participant-centered, harm reduction approaches. Excellent administrative and organizational skills are essential. Must be able to use Microsoft Outlook, Word and basic knowledge of Excel. Must foster teamwork and have the ability to work independently.

OTHER

Must secure finger image screening and annual TB screening. Must be able to meet physical requirements of the position which may include long periods of sitting at a desk and/or computer station; lifting items that weigh up to 40 pounds; reaching, bending, and stooping within the daily routine of task and activities. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
