Job Description:
Parsons is seeking a passionate, skilled, and experienced Deputy Program Manager for Support Operations to join a major program and construction management team supporting a large government customer in the successful delivery of a significant infrastructure project supporting USSPACECOM Headquarters.
As part of this anticipated role, Parsons will provide Owner’s Agent Construction Management Services, including program management, construction management, risk management, scheduling, cost estimating, progress reporting, construction quality assurance, safety, and other supporting services required to achieve program success.
What You'll Be Doing:
The Deputy Program Manager for Support Operations will report directly to the Program Manager and oversee the support and business operations that enable the program management office and project offices.
This position will provide strategic direction and operational leadership for the successful implementation of Parsons’ business and functional services, including finance, recruiting, human resources, project controls, information technology, security, subcontracting, reporting, and risk management.
The position is based in Huntsville, Alabama, with travel to project locations as required.
Provide leadership and direction for Parsons’ internal business management operations, including finance, recruiting, human resources, project controls, information technology, security, and subcontracting.
Lead the development and implementation of the Parsons Digital Command Center, including dashboards, automated reporting, analytics, and performance reporting.
Support the development and consistent application of key performance indicators for safety, quality, schedule, cost, and financial performance.
Prepare clear, accurate, and timely reports for the client and Parsons management regarding program activities and performance.
Develop and implement consistent business management processes across project offices and remote work locations.
Ensure that support organizational structures are efficiently planned and adequately staffed with qualified personnel.
Coordinate with program leadership, functional organizations, client representatives, subcontractors, and other key stakeholders.
Manage Parsons’ internal project phases, including planning, recruiting, mobilization, sustainment, and program execution.
Identify program risks and develop project-specific mitigation strategies. Manage the program risk profile within the applicable corporate risk and controls framework.
Assess current and future program needs, trends, and challenges; determine the resources required to meet objectives; and direct efforts to acquire and retain the necessary personnel and capabilities.
Plan, direct, supervise, and control business, fiscal, and administrative functions supporting the program management office and project offices.
Mobilize company resources through coordination with support departments, other offices, and subsidiaries to create effective project teams capable of delivering quality work.
Work with program leadership to develop and execute action plans addressing potential cost overruns, schedule delays, resource constraints, or significant changes in scope.
Advise the client and Parsons management of changes or conditions that may affect cost, schedule, quality, safety, or overall program performance.
Monitor and report on project activities, significant milestones, deliverables, and conditions that could affect project cost or schedule.
Provide oversight of the program portfolio and support performance against financial, schedule, deliverable, quality, and safety objectives.
Promote process improvement, collaboration, accountability, and consistent execution across all support functions and project locations.
What Required Skills You'll Bring:
Bachelor’s degree in business management, engineering, construction management, or a related field.
At least 15 years of broad and diversified experience in consulting, program management, construction management, business operations, or a related discipline supporting large, complex programs.
Experience supporting major government, infrastructure, construction, or geographically dispersed programs.
Excellent written and verbal communication skills.
Demonstrated leadership ability and experience operating in a senior project or program management capacity.
Strong program management, operations, or functional expertise, with an emphasis on process improvement and collaboration.
Proven ability to lead and provide direction to multidisciplinary teams and resolve complex work assignments.
Demonstrated ability to establish and maintain long-term client relationships.
Experience with profit and loss management, budgeting, cost control, and financial performance.
Demonstrated ability to assess risks and develop mitigation strategies across various contract types and market sectors.
Extensive knowledge of risk identification, mitigation, and controls related to large construction or infrastructure programs.
Must be a U.S. Citizen and able to pass required federal background checks.
Demonstrated integrity, strong work ethic, sound judgment, and confident leadership.
Ability to organize, prioritize, and deliver results within a matrixed organization.
