Provides overall leadership, management, and operational oversight for contractor personnel supporting the Missile Defense Agency (MDA) Property Management and Supply Chain Operations (PMSCO) program. The role manages geographically dispersed warehouse, receiving, property-accountability, transportation, safety, quality-control, records-management, and mission-support operations across CONUS and OCONUS locations.
Serves as the principal contractor liaison to the Contracting Officer (CO), COR, ACOR, MDA Accountable Property Officers, MDA Logistics Operations, DCMA, OIG, customers, transportation providers, and other Government stakeholders. Directly supervises the Warehouse and Receiving Supervisor, who oversees Logistics Specialists and warehouse personnel.
As required by our governmental client, this position requires an active SECRET clearance to be considered or the ability to attain one.
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

On-Site PM Responsibilities Include:
Provide overall program leadership, operational direction, and contract-performance oversight for PMSCO requirements.
Ensure contractor execution of warehouse, receiving, shipping, storage, inventory, transportation, PHS&T, Government property, hazardous-material, vehicle, audit-support, and administrative activities.
Directly supervise the Warehouse and Receiving Supervisor, including setting expectations, assigning priorities, evaluating performance, coaching personnel, identifying development needs, and taking or recommending personnel actions.
Ensure adequate warehouse and receiving leadership coverage at the National Capital Region, Colorado Springs, Huntsville, Dahlgren, and other required locations.
Serve as the primary contractor liaison to Government stakeholders, customers, installation representatives, transportation providers, partner contractors, and regulatory organizations.
Coordinate contractor and Government activities to prevent conflicts involving warehouse space, facility access, vehicles, material-handling equipment, storage, and mission priorities. Escalate unresolved issues to the COR.
Lead planning and execution for routine operations, critical movements, test campaigns, deployments, site activations and decommissioning, equipment returns, warranty replacements, Government-directed projects, and other mission requirements.
Manage compliant life-cycle accountability for Government-Managed Property, Government-Furnished Property, third-party property, and other Government-directed equipment and material.
Ensure compliance with FAR 52.245-1, FAR 45.502, DFARS requirements, DoD Instruction 5000.64, MDA Instruction 5000.64, DLA disposition procedures, MIL-STD-130, and MDA property-management processes.
Direct inventory-management activities; review inventory results, discrepancies, trends, performance risks, and corrective-action plans before submission to the COR and APO.
Ensure complete, accurate, and auditable property records are maintained in IMS, BMC Helix, ELMS, the DoD IUID Registry, PIEE, DLA ETIDS, Kinetic Service Request database, and other approved systems.
Oversee LTDD reporting, investigations, FLIPL support, DCMA and PIEE submissions, corrective actions, and timely property-record updates.
Ensure accountable property is properly received, inspected, accepted, recorded, tagged, marked, stored, issued, moved, shipped, transferred, and dispositioned.
Manage property disposition, including reutilization, transfers, warranty and maintenance returns, recycling, demilitarization, DLA ETIDS actions, PIEE requirements, and Government-directed disposal.
Review major disposition packages and ensure timely, accurate submission of DD Form 1150, DD Form 1348-1A, DLA Form 2500, Plant Clearance Case information, warranty documentation, and other supporting records.
Provide executive oversight of warehouse and receiving operations to ensure safe, secure, organized, clean, environmentally compliant, and mission-ready facilities and equipment.
Direct storage-capacity planning based on customer needs, including size, weight, cube, quantity, special handling, environmental controls, security, maintenance, and equipment requirements.
Oversee inbound and outbound transportation, commercial-carrier coordination, MILAIR movements, OCONUS air/land/sea transportation, and Government vehicle utilization.
Ensure transportation methods meet mission and schedule requirements at the lowest reasonable cost and obtain required approvals for expedited transportation.
Ensure completion of shipping documentation, including DD Form 1149 for OCONUS shipments and required MILAIR documentation.
Manage Government vehicles, vehicle keys, fuel cards, and material-handling equipment, including authorized use, driver certifications, maintenance coordination, accountability, and reporting.
Establish and maintain required program plans, including the Management Plan, Mission-Essential Contractor Services Plan, Quality Program Plan, Safety Mishap and Prevention Plan, Operations Security Plan, Fleet Card Control Plan, Information Management and Control Plan, and Phase-Out Transition Plan.
Maintain continuity of mission-essential services through cross-training, backfill plans, alternate-workforce measures, emergency response, and continuity-of-operations planning.
Participate in Government-directed emergency exercises, continuity drills, and crisis simulations.
Lead safety-management activities and ensure monthly OSHA inspections occur. Ensure timely correction of safety, security, environmental, housekeeping, classified-handling, and IT-access deficiencies.
Oversee accident and incident response, reporting, investigation, root-cause analysis, mitigation actions, and MDA Form 50 completion when required.
Ensure hazardous-material and hazardous-waste compliance, including PPE use, Safety Data Sheet maintenance, labeling, tracking, storage, transportation, disposal, and spill reporting.
Review quality, workload, staffing, inventory, data accuracy, audit findings, customer requirements, and operational risks. Implement corrective actions and process improvements.
Oversee annual development and update recommendations for MDA warehouse, property-management, and inventory-management Standard Operating Procedures.
Provide regular program status reports to Government stakeholders, including risks, vacancies, work orders, resource needs, inventory concerns, corrective-action status, and items requiring Government support.
Manage transition-in and transition-out activities to maintain uninterrupted services and meet successor-contractor requirements.
Bachelor’s degree in logistics, supply chain management, business, operations management, engineering, program management, or a related field. Experience cannot substitute for the degree requirement.
At least 15 years of relevant experience supporting complex missile-defense, defense, industrial, logistics, supply-chain, property-management, warehouse, transportation, or integrated-product-support operations.
Expert-level experience implementing integrated product support elements for complex missile-defense systems in an industrial and/or defense environment.
Demonstrated experience leading geographically dispersed personnel with varying skills, responsibilities, locations, and mission priorities.
Experience managing or supervising warehouse, storage, receiving, shipping, PHS&T, property-management, transportation, safety, or logistics operations.
Experience coordinating with Government organizations, customers, contractors, supporting agencies, and internal stakeholders to execute mission requirements and resolve conflicts.
Experience developing, implementing, and overseeing safety programs in compliance with OSHA and applicable Federal, state, local, DoD, and host-installation requirements.
Experience managing defense or industrial warehouse and storage operations, hazardous-material storage/disposal, material handling, property accountability, procurement, inventory, or logistics support.
Experience developing, tracking, analyzing, and improving performance metrics, operational measures, quality-control processes, and corrective-action plans.
Working knowledge of Government property life-cycle management for GMP and GFP, including receipt, records management, inventory, reconciliation, movement, transfer, loss reporting, excess, and disposition.
Working knowledge of FAR 52.245-1, FAR 45.502, DoD Instruction 5000.64, MDA Instruction 5000.64, DLA disposition procedures, MIL-STD-130, and related property-accountability requirements.
Experience with Government property, logistics, transportation, inventory, or records-management systems, such as IMS, ELMS, BMC Helix, DoD IUID Registry, PIEE, and DLA ETIDS.
Experience managing or supporting DCMA, OIG, OSHA, environmental, security, safety, property-management, or other Government audits, inspections, and reviews.
Ability to develop management, staffing, continuity, quality-control, safety, and operational plans; as well as reports, briefings, procedures, and recommendations for senior Government and contractor leaders.
Strong written, verbal, organizational, leadership, and stakeholder-management skills.
Proficiency with Microsoft Excel, Word, Outlook, PowerPoint, and Teams.
Ability to travel approximately 15–30%, including CONUS and OCONUS locations.
