Position Overview
Resumes are being accepted for the strategic position of Supervisor, Enterprise GIS within the Information Technology department. This transformational leadership role will manage the corporate GIS team through a critical modernization phase, spearheading the City’s migration from ArcGIS Enterprise 10 to a modern, service-based ArcGIS Enterprise 11.
The successful candidate will play a pivotal role in establishing ArcGIS as the City’s authoritative system of record for Asset and Location Master Data. You will champion the seamless integration of spatial data with enterprise asset management (EAM) platforms and corporate business systems. Balancing technical vision with operational excellence, you will implement robust data governance framework standards and ensure high availability of geospatial services to empower diverse internal and external stakeholders.

Key duties and responsibilities
Strategic Leadership & Team Management
Provide visible, positive leadership to the corporate GIS team (including GIS Analysts, Specialists, and project/contract resources) to foster a high-performing, collaborative, and service-oriented environment.
Lead the planning, delivery, and sustainment of the Enterprise GIS roadmap, advancing GIS governance and analytics in alignment with the Corporate Asset Management program.
Develop a comprehensive GIS strategic framework that aligns diverse business and application stakeholder groups while safeguarding reliable service delivery to the Guelph community.
Lead an inclusive culture by resolving internal conflicts, mediating team disputes, and enforcing collaborative problem-solving.
Transformational Migration & System Architecture
Evaluate GIS software, hardware, and geospatial asset need to recommend strategic procurements and lifecycle replacements that support GIS service delivery.
Drive the organizational transition from custom, legacy GIS application development toward standardized, enterprise-wide geospatial data services and integrations.
Spearhead the technical evolution and user impact mitigation of the ArcGIS Enterprise v10 to v11 upgrade, guiding workflows through critical modernizations such as migrating from geometric networks to ArcGIS Trace Networks.
Oversee GIS platform administration and establish comprehensive operational documentation, including backup, recovery, and disaster recovery planning to guarantee system resilience.
Data Governance & Corporate Integration
Collaborate with Enterprise Application teams to align spatial data models and services, ensuring flawless consistency and integrity in Asset Master Data management and reporting.
Ensure the long-term integrity, quality, and lifecycle management of geospatial data in strict alignment with corporate data governance and asset data standards.
Incorporate and deeply integrate GIS services with major corporate systems, explicitly optimizing spatial workflows connected to the Trimble Unity Maintain EAM solution.
Analysis, Collaboration & Community Outreach
Deliver advanced spatial analysis, data modeling, and transformation services to support day-to-day business operations, long-term planning, and evidence-based decision-making.
Expand and champion the City's GIS Community of Practice to strengthen cross-departmental collaboration, knowledge sharing, and the broad adoption of enterprise geospatial tools.
Promote data transparency and operational tracking across the organization and to external stakeholders by building interactive dashboards and publishing open data initiatives via ArcGIS Hub.
Build and maintain effective strategic partnerships with municipal peers, technology vendors, and industry contributors to exchange best practices, foster innovation, and build a broader regional community of practice.
Perform other related duties as assigned.
Qualifications and requirements
Education & Core Experience
Bachelor’s degree in Geography, Geographic Information Systems (GIS), Computer Science, Engineering, or a related field. An equivalent combination of education and extensive experience may be considered.
10+ years of progressively responsible experience in enterprise GIS and geospatial data platforms, with a proven track record of delivering, modernizing, and sustaining enterprise-scale geospatial environments.
Demonstrated experience managing technical teams, including supervising staff, setting strategic priorities, allocating resources, and delivering complex, cross-functional data initiatives.
Technical & Architectural Expertise
Deep technical expertise in Esri ArcGIS technologies (ArcGIS Enterprise, ArcGIS Pro, Web GIS) and comprehensive platform administration, with accountability for system performance, scalability, and lifecycle management.
Proven experience managing enterprise-wide GIS platform upgrades and architectural transformations, ideally including migrating from legacy ArcGIS 10 architectures to modern ArcGIS 11 service-based runtimes and network topologies (e.g., Trace Networks).
Extensive experience integrating GIS with major corporate systems—specifically Enterprise Asset Management (EAM) platforms like Trimble Unity Maintain—backed by a firm understanding of asset lifecycles and data exchange frameworks.
Solid grounding in enterprise architecture principles, including service-based delivery models, cloud/SaaS hybrid environments, and secure system integration patterns.
Governance & Strategy
Strong expertise implementing geospatial data governance, including defining data standards, stewardship models, and data quality workflows that align with corporate master data strategies.
Demonstrated ability to define and execute enterprise GIS roadmaps, driving the structural transition from custom application code toward standardized, enterprise-wide geospatial data services.
Leadership, Change Management & Communication
Proven ability to navigate organizational change, championing the adoption of enterprise platforms, standards, and data-driven mapping practices across diverse business units.
Excellent communication and collaboration skills, with a track record of translating complex technical concepts into clear, actionable recommendations for senior leadership, business units, and the public.
A commitment to continuous learning and innovation, with the tactical capability to evaluate emerging technologies and lead by example through hands-on technical contribution when required.
