Job Description:

Purpose:

Under minimal supervision, this position is responsible for various programs that support the business goals and objectives of the Finance & Administrative Services Department Fleet Services Division.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Establishes fleet program standards, methods, policies and procedures by studying business requirements, obtaining appropriate consultations, and determining equipment, facility, staffing, and budget needs.
2. Develops business plan by reviewing department needs, establishing appropriate procedures and timelines of request completion, and estimating costs of good required to complete request.
3. Establishes priorities, scheduling activities and employees, confers with suppliers to obtain parts, monitors progress and revises schedules and resolves problems as they arise.
4. Manages equipment and facilities by establishing maintenance procedures, monitoring of contracts, maintaining necessary equipment requirements, and evaluation of new equipment and techniques.
5. Responsible for establishment of budgetary requirements, purchasing, monitoring of daily reports and logs, approving expenditures, compiling and analyzing costs and initiating corrective measures.
6. Maintains professional and technical knowledge of assigned program by attending training classes, reviewing professional publications, and serve on committees or boards.

Responsibilities - Supervisor and/or Leadership Exercised:

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:

• Knowledge of established fleet programs (fuels, hydraulic, tire, other)

• Knowledge of supervisory or management techniques

• Knowledge of fiscal planning and budget preparation.

Minimum Qualifications:

Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job plus three (3) years in Fleet program areas, two (2) of which were in a supervisory or management capacity.

Experience may substitute for the Education up to the maximum of four (4) years.

Licenses and Certifications Required:

Class "C" Driver's License

Physical Requirements:

Heavy. Tasks involve bending, lifting, walking, carrying, or using a force equal to lifting up to fifty (50) pounds.

Preferred Qualifications:

• Must have or obtain TCEQ UST A/B Operators certification within 6 months of employment

• Extensive experience managing fuel inventories for fleets with more than 1,000 vehicles.

• Extensive experience developing and implementing fueling infrastructure for multi-site fleet operations.

• Extensive experience developing, administering, and implementing fleet-related grant programs in large fleet environments (greater than 1,000 vehicles).

• Extensive experience developing and managing alternative fuel programs in large fleet environments (greater than 1,000 vehicles).

• Extensive experience ensuring compliance with federal, state, and local fuel regulations.

• Extensive experience serving as a project manager for fuel-related projects and initiatives.

• Experience with fuel reconciliation, including both financial reconciliation and inventory management.

• Experience developing and maintaining key internal controls for fuel management programs.

$80,490.00 - $102,200.00

Monday - Friday

8:00 a.m. - 5:00 p.m.

Occasional evening, weekend and/or holiday hours may be required based upon operational needs.

This position requires extensive experience managing large-scale fleet fuel operations and overseeing complex fuel management programs for fleets with more than 1,000 vehicles. Candidates should have experience in fuel inventory management, multi-site fueling infrastructure, alternative fuels, regulatory compliance, fuel-related project management, fuel reconciliation (financial and inventory), and internal fuel management controls.

The location and work schedule of this position may include day and evening hours, weekends and holidays on an as needed basis.

This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery.

Driving Requirement:

This position requires a Valid Texas Class C Driver’s License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation (DRE) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
