Reporting to the Supervisor, Regulatory for the Yellowhead Pipeline (YP) Project, the Accountant, Regulatory will be responsible for the collection, analysis, preparation, validation, and documentation of information required to support Alberta Utilities Commission (AUC) proceedings related for the YP project, such as General Rate Applications (GRA) or Deferral Account Reconciliations.
The role will support the development of a complete and defensible evidentiary record demonstrating the reasonableness and prudence of project expenditures. This includes establishing and maintaining regulatory financial records, cost reporting, reconciliations, compliance documentation, variance analyses, and supporting evidence for submission to the AUC.
Working closely with Project Accounting, Project Controls, Engineering, Construction, Supply Chain, Land, Operations, and other Regulatory teams, the Accountant, Regulatory will ensure that project costs and related decisions are accurately documented, traceable, and available to support regulatory applications, compliance filings, information requests, audits, and hearings.
Responsibilities:
Analyze and validate project costs and other supporting data for regulatory applications, compliance filings, prudency reviews, audits, and hearings.
Prepare and maintain financial documentation requirements, including accurate and comprehensive reconciliations, variance analyses, cost schedules, and supporting evidence for regulatory submissions.
Maintain strong records supporting material project expenditures, cost variances, procurement decisions, and scope changes and assess the completeness and quality of regulatory evidence and identify evidentiary gaps and mitigations.
Assist in the preparation of evidence for regulatory submissions, including the General Rate Application or Deferral Account Reconciliation proceedings. This includes financial cost analysis, analytical support for information requests, witness briefing materials, hearing support documentation, and participating in technical conferences, regulatory hearings, and settlement discussions.
Monitor, document, and report compliance with applicable regulatory directions, approval conditions, commitments, and regulatory requirements relating to the Project.
Develop and maintain procedures, templates, and controls supporting regulatory reporting.
Coordinate with Project Accounting, Project Controls, Engineering, Construction, Land, Supply Chain, and Operations to obtain information required for regulatory proceedings.
Maintain and communicate comprehensive regulatory documentation and records to support internal stakeholders and the project team.
Ensuring a strong knowledge of current and past regulatory decisions, industry practices, and emerging regulatory requirements and present findings to management when applicable.
Assess the completeness and quality of regulatory evidence and identify evidentiary gaps and mitigations.
Support regulatory financial analysis, including forecast-to-actual comparisons, revenue requirement impacts, and cost driver assessments.
Maintain knowledge of current developments in the fields of utility rate regulation through researching literature, reviewing utility applications, and attending courses or conferences as appropriate.
Qualifications:
Diploma or degree from a recognized post-secondary institution in a related discipline, accounting, finance, or a related field.
4-5 years of progressive accounting, financial analysis, audit, regulatory, or project-cost experience.
Chartered Professional Accountant (CPA) designation is required.
Experience in working with the Alberta Utilities Commission would be considered an asset.
Experience in the pipeline, utility, energy, or major-project environment would be considered an asset.
Experience with project accounting, capital projects, cost forecasting, audits, or compliance reporting would be considered an asset.
Strong analytical, problem-solving, and critical-thinking skills.
Advanced Excel skills and experience working with large datasets.
Ability to manage multiple priorities and deliver high-quality work under tight deadlines.
Strong written and verbal communication skills, including technical writing.
