Le mandat des Services d’infrastructure est de mettre en œuvre les priorités de la Ville en matière de construction – de la planification et l’exécution des projets d’infrastructure, à la gestion des actifs et des investissements.
Le titulaire gère tous les volets de l’exécution des projets à l’aide des ressources internes ou externes pour les grands projets de construction et de remise en état des infrastructures, y compris les routes, les voies de transport en commun, les ouvrages, les égouts, les conduites d’eau, les stations de pompage, les ouvrages de traitement, les ouvrages de drainage, l’éclairage, les sites de déchets solides et d’enfouissement, les aménagements cyclables, les mesures d’atténuation du trafic routier, les améliorations au réseau du transport en commun, l’aménagement des rues et autres installations souterraines connexes.
Il gère également toutes les étapes de l’exécution du projet, depuis le lancement du projet jusqu’aux travaux construction, en passant par la sélection des experts-conseils (le cas échéant), les consultations publiques, la conception préliminaire, la conception détaillée, les approbations, les appels d’offres et les attributions.
Il assure une surveillance, un suivi et un compte rendu de l’état d’avancement du projet, approuve toutes les dépenses du projet, organise tous les tests liés au projet et s’occupe de la mise en service et du transfert aux directions opérationnelles. Le travail vise des projets majeurs ou multiples qui sont très complexes, d’une valeur de plusieurs millions de dollars, ayant souvent de nombreux intervenants et pouvant nécessiter de vastes consultations publiques et évaluations environnementales et s’étaler sur plusieurs années.
Le titulaire participe également à la désignation, à l’établissement des priorités et à la planification du projet; organise la réalisation d’études d’impact environnemental et d’autres études et l’ensemble des étapes du cycle de vie du projet; contribue à l’examen et à l’élaboration des normes techniques de la direction générale et exécute les autres tâches qui lui sont confiées.
Diplôme universitaire en ingénierie ou en sciences appliquées (programme d’études de 4 ans).
Au moins 8 ans d’expérience professionnelle en planification, conception et construction d’infrastructures municipales, y compris un minimum de 5 ans d’expérience en gestion de projet.
