Overview
This is a specialized technical work in the appraisal of all types of property for Ad Valorem taxation. Employees in this class are responsible for applying cost, market, and income approaches to estimate the value of various kinds of real estate for purposes of Ad Valorem taxation. Duties include compiling necessary records, inspecting the property, analyzing sales data, explaining assessment criteria to property owners, and calculating real estate values using appropriate date. Work is performed in accordance with generally accepted appraisal methods and techniques, departmental procedures, and legal requirements governing tax assessment. Supervision is received from a technical superior who reviews work after completion for accuracy and thoroughness, and effective application of appraisal methods and techniques.
Required Skills and Qualifications
Bachelor's degree in Business Administration, Real Estate, Accounting, Finance or a related field; OR two years of experience as a Registered Trainee Appraiser; OR a high school diploma or GED, two years of advanced clerical experience in a governmental tax assessment department and completion of three required or accepted substitute courses for the Certified Florida Evaluator (CFE) designation; OR a high school diploma or GED, one year of field experience in a governmental tax assessment department, and completion of one course towards the Certified Florida Evaluator (CFE) designation. Educational courses are taught by the International Association of Assessing Officers and the Appraiser Standards Board of the Appraisal Institute.
Preferred Qualifications*
Real Estate Appraisal Experience: Prior experience in real estate appraisal, property valuation, assessment, or a closely related field is strongly preferred.
Construction Experience: Practical experience in residential or commercial construction, including familiarity with construction methods, materials, building components, and construction characteristics.
Field Inspection Experience: Experience conducting property inspections, collecting field data, identifying property characteristics, and documenting observations accurately. Ability to accurately measure and document improvements, including buildings, additions, finished areas, and other property features.

Work is primarily conducted in an office environment and involves operating standard office equipment, including keyboards and other standard office tools. The Miami-Dade County Office of the Property Appraiser's primary responsibility is to identify and appraise all real and tangible personal property as of January 1st of each year within the County and certify the annual tax roll with the Florida Department of Revenue (DOR) in accordance with State law.

To fulfill its responsibilities, the Office of the Property Appraiser communicates on a routine basis with Miami-Dade County property owners, the Tax Collector, County agencies, the Florida Department of Revenue (DOR), and numerous taxing authorities. The Office’s responsibilities are established by the Florida Constitution and regulated by Florida Statutes and DOR rules and regulations.
