The PMO Manager manages day-to-day Enterprise PMO activities by establishing and maintaining governance, portfolio management, executive reporting, and project management standards across the organization. This role creates consistent visibility into strategic initiatives so projects can be prioritized, resourced, delivered by functional teams, and measured in a disciplined, enterprise-wide manner.
The PMO Manager serves as the organization’s day-to-day portfolio governance and executive reporting owner. The role does not replace functional project managers or functional PMOs; rather, it provides the framework, cadence, standards, coaching, tools, templates, and escalation mechanisms that business project managers, sponsors, and functional teams are expected to use to deliver strategic initiatives with greater alignment, accountability, and transparency.
The role is expected to build effective governance that enables execution, improves transparency, and supports better decision-making without creating unnecessary bureaucracy.
Primary Duties and Essential Functions
Develop and maintain standardized PMO templates, tools, and governance standards for project managers, sponsors, and cross-functional teams to use, including project charters, business cases, project plans, status reports, stage-gate criteria, go/no-go criteria, project health scoring, and portfolio reporting expectations.
Develop and apply a tiered project classification model to determine the appropriate level of PMO support, governance, reporting, executive visibility, and oversight based on project scope, complexity, risk, resource needs, and financial exposure.
Manage the enterprise project portfolio process for strategic initiatives and cross-functional transformation programs, including project intake, prioritization, sequencing, roadmap development, dependency awareness, governance oversight, and alignment to business objectives.
Establish and facilitate governance cadences, including risk and escalation reviews, monthly executive portfolio reviews, steering committee meetings, and quarterly prioritization and capacity discussions.
Support adoption of standardized PMO tools, templates, governance expectations, reporting processes, resource-capacity practices, and enterprise PMO methodology across functional PMOs, sponsors, project managers, and project teams.
Develop and maintain executive dashboards, portfolio reporting, and a central source of truth for the enterprise project portfolio, providing visibility to project status, milestones, schedule, budget performance, risks, dependencies, resource capacity, benefits, executive decisions, and overall portfolio health.
Coordinate with executive leadership, business sponsors, functional PMOs, project managers, Finance, IT, Operations, Engineering, Procurement, and other stakeholders to support cross-functional alignment; monitor portfolio-level risks, constraints, competing priorities, daily-work impacts, and inter-project dependencies; and escalate issues or recommended decision points when projects are off track.
Maintain resource-capacity visibility across the enterprise portfolio to support prioritization, sequencing, capacity discussions, and executive decision-making.
Provide decision support by highlighting trade-offs, prioritization options, financial impacts, timing implications, and recommended actions for leadership, sponsors, or steering committees.
Reinforce accountability with project leaders and business sponsors by tracking key deliverables, milestones, risks, benefits, resource commitments, budget performance, and variances against approved plans.
Coordinate with project teams to incorporate testing plans, UAT readiness, issue tracking, defect resolution, sign-off criteria, business readiness milestones, and implementation dependencies into applicable project plans.
Consolidate project-level Capex and OPEX budget performance into portfolio-level reporting, partnering with Finance, project owners, and business sponsors while ensuring budget ownership remains with project owners and sponsors.
Prepare portfolio performance content and materials for executive leadership reviews, Board of Directors updates, and private equity sponsor discussions, including project status, budget performance, risks, dependencies, benefits, key decisions, and recommended decision points.
Monitor benefits achievement against approved business cases and facilitate post-implementation reviews, lessons learned, and continuous improvement of project governance, reporting, intake, prioritization, resource-capacity visibility, and executive decision-making processes.
As the Enterprise PMO framework matures, may directly manage select strategic or high-priority projects, as assigned, while continuing to ensure those projects follow established PMO governance standards, reporting expectations, and accountability processes.
Requirements
Job Requirements:
Bachelor’s degree in Business, Finance, Operations, Engineering, Information Systems, Project Management, or a related field; MBA or advanced degree is a plus.
7+ years of experience in project management, PMO, portfolio management, business transformation, operations, finance, systems integration, or a related cross-functional leadership role.
Experience establishing or operating project governance, portfolio management, stage-gate, executive reporting, project intake/prioritization processes, dependency tracking, and standardized project management templates such as project charters, business cases, status reports, RAID logs, and benefits tracking tools.
Experience supporting testing coordination, UAT planning, issue tracking, business readiness, change management, and implementation or cutover planning is preferred.
Demonstrated ability to translate project-level details into concise executive reporting, portfolio insights, Board of Directors or private equity sponsor-ready materials, decision points, and escalation recommendations.
Strong communication, facilitation, stakeholder management, and influencing skills, with the ability to work effectively across executive leadership, business sponsors, functional leaders, and project teams.
Advanced proficiency with Microsoft Office, including Excel and PowerPoint; experience with project portfolio management tools (such as Microsoft Project), business intelligence tools, ERP systems, or related reporting platforms is preferred.
Project management certification such as PMP, PgMP, PfMP, Agile, Lean Six Sigma, or similar credential is preferred.
Experience in a manufacturing, packaging, operations-intensive, multi-site, multi-ERP, or multi-business-system environment is preferred.
