Job Summary
The Senior Records & Information Governance Manager is responsible for leading records and information management operations, overseeing personnel, and ensuring compliance with federal records management laws, regulations, and Department of Defense (DoD) policies. This position serves as the lead for records and information management activities, providing strategic direction, policy oversight, and operational leadership for records lifecycle management programs.
The successful candidate will manage personnel, develop and implement records management policies and procedures, and ensure organizational compliance with the Federal Records Act, National Archives and Records Administration (NARA) requirements, and applicable DoD and Office of the Secretary of Defense (OSD) records management directives. The role requires strong leadership, program management, and information governance expertise in support of mission-critical federal operations.
Responsibilities
Lead and manage personnel supporting records and information management operations.
Oversee the planning, execution, and administration of records management activities in accordance with contractual and organizational requirements.
Direct the implementation and maintenance of records and information management programs that ensure compliance with federal and DoD regulations.
Develop, implement, and maintain records management policies, procedures, and operational guidance.
Ensure compliance with the Federal Records Act, NARA requirements, applicable federal regulations, and DoD/OSD records management policies.
Provide oversight of records lifecycle management, including records creation, maintenance, retention, disposition, and archival processes.
Advise leadership on records management requirements, information governance initiatives, and regulatory compliance matters.
Coordinate records management activities across organizational stakeholders to ensure consistency and compliance.
Conduct reviews, assessments, and audits of records management practices and recommend corrective actions as needed.
Monitor program performance, staffing requirements, and workload distribution to support mission objectives.
Develop and deliver reports, metrics, and status briefings to government leadership and stakeholders.
Identify opportunities to improve records management processes, operational efficiency, and compliance effectiveness.
Support inspections, audits, litigation holds, records disposition activities, and information governance initiatives.
Education and Experience
Minimum of 6 years of experience managing personnel, including team leadership, supervision, workload management, and performance oversight.
Minimum of 3 years of experience performing records and information management functions in support of federal or Department of Defense organizations.
Minimum of 3 years of experience developing and implementing records management policies and procedures in accordance with:
Federal Records Act requirements
Applicable federal records management regulations
National Archives and Records Administration (NARA) guidance
Department of Defense (DoD) records management policies
Office of the Secretary of Defense (OSD) records management requirements
Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited college or university in any discipline.
Required Skills
Experience managing enterprise records management programs within the DoD or other federal agencies.
Experience supporting electronic records management systems and digital information governance initiatives.
Familiarity with NARA-approved records retention schedules and disposition processes.
Experience conducting records management inspections, audits, and compliance reviews.
Professional certifications in records management, information governance, or information management, such as:
Certified Records Manager (CRM)
Information Governance Professional (IGP)
Records Management certifications from recognized professional organizations
Knowledge, Skills, Abilities
Strong knowledge of federal records management requirements and information governance principles.
Thorough understanding of the Federal Records Act and related records management regulations.
Knowledge of DoD and OSD records management policies and procedures.
Ability to develop and implement effective records management programs and strategies.
Strong leadership and personnel management skills.
Excellent written and verbal communication abilities.
Strong analytical, organizational, and problem-solving skills.
Ability to manage multiple priorities and deadlines in a complex operational environment.

Security Clearance
