BUSINESS CONTEXT:

Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines. 

INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs).  We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our EO project in the US is targeting the fast-growing merchant EO market, building on our experience and leadership position in Europe.

Purpose of the Job:

The Safety Engineer serves as plant wide subject matter expert on all safety related issues, including implementation and enforcement of all applicable OSHA standards, managing OSHA Voluntary Protection Program and is responsible to advise site management regarding site wide regulatory compliance and implementation of industry best practices as they relate to all workers and process safety issues. The position also facilitates guidance for contractors and supports the site employee safety team.  Assists with emergency preparedness and responses.  Coordinates with site security and contract workforce with preparedness tactics for risks and liabilities associated with emergencies and Homeland Security.  In addition to maintaining industrial hygiene programs, organizing site and employee monitoring

Responsible for safe and effective operating discipline and procedures to include IGGN’s.  The Safety Engineer and Industrial Hygienist is responsible for maintaining the plant SHE assets and protective systems integrity and to deliver established SHE goals set by the business.  Must be able to inspect work areas in assigned units.  This task involves but is not limited to walking, bending, squatting, kneeling, knee standing, climbing, working in tight and confined spaces, reaching, grasping, and climbing to various heights.  The Safety Engineer and Industrial Hygienist would generate a report pertaining to the findings regarding the inspection.

Responsibilities AND Accountabilities

Accountability 1: 

SHE

Promoting and developing site-wide safety programs to achieve a safe work environment, strong safety performance and regulatory compliance by being engaged at the shop floor level and leading.  Advises on a range of areas, e.g. safety, health, security, emergency response, As-Care and improvement opportunities.

• Supporting the line organization and plant functional teams via direct involvement in routine and non-routine activities, creating a safer work environment.
• Reviewing, developing and implementing site Safety procedures and programs to include IGGN’s.
• Annually review existing content, develop new and present training through computer-based methods or as the instructor.
• Evaluating and implementing new software, technologies and practices to reduce the risk of injuries/illnesses, and evaluating trends for site performance on safety system elements to make recommendations for continuous improvements.
• Develop and implement contractor safety management programs, including routine contractor safety approvals, contractor on-boarding and site credentials.
• Develop and implement site specific training, for contractors and visitors, to be displayed at the HASC and onsite.
• Coordinate audits to support 20 Principles, VPP recertification, As-Care, Insurance, PSM and Life Critical Audits.
• Responsible for maintaining the SHE plant assets and protective systems integrity.
• Support PSM and Environmental efforts including Process Hazard Analyses (PHAs), Management of Change process, Risk Assessments, Design Safety Reviews, and incident investigations.
• Understand and lead by example for all safety programs to include “Stop Work Authority”.
• Participate and/or facilitate incident investigations.
• Routinely collect, report, and address SHE KPI’s.
• Complete all assigned action items from PHAs, incidents, audits, etc in a timely manner and keep status and plans for action items updated.
• Adhere to and uphold all safety policies, IGGN’s and regulatory standards.
• Observing, coaching and evaluating personnel in work areas.
• Assist the employee safety committee with data collection, analysis, action planning and review of the annual VPP Self-Assessment to be submitted to OSHA.
• Minimal travel for training and company business.
• Provide minimal supervision for indirect field safety support.
• Strong computer, writing and organizational skills.
• Recognize hazards and follow through with work notifications
• Superuser for OnSolve to perform emergency communication.
• Frontline dbase superuser which centrally houses CBT’s, MOC’s, incident notifications and investigations.
• Observe, update and replace SHE signs and paint program identifiers
• Provide support to operations during upset conditions, start-ups and T/As.
• Actively engaged in PSSR’s, providing feedback and suggestions.
• Write work permits for maintenance activities outside of battery limits.
• Ability to interact with various community and government agencies such as OSHA, Sherrif’s Department, local Fire and EMS Departments etc.
• Lead Special Projects as part of site safety improvement initiatives.
• Prepare and deliver safety communications for site meetings as safety op toolbox discussion rapid incident reports, SHE alerts and other safety communications as required.
• Actively engaged in pre-job review meetings with outside service contractors to review job requirements.

Accountability 2: 

Industrial Hygiene

The Safety Engineer and Industrial Hygienist is responsible for understanding and effectively communicating the implications of State and Federal Health and Safety regulations. Must be able to proactively identify workplace hazards and work with the site management team to implement cost-effective solutions.

• Develops, organizes and executes the site annual IH monitoring program, site comprehensive exposure assessment process and reporting to management of findings.
• Maintain and calibrate instruments and supporting documentation.
• Develops recommendations and drives improvements based on employee and facility monitoring results
• Facilitates, implements and maintains assigned site Safety and Health procedures in document control
• Develops, implements and maintains IH content within training programs
• Responsible for the implementing site programs: Breathing air, PPE, Safety Data Sheets, Lead, Silica, Mold and Asbestos
• Coordinates and conducts field IH monitoring for chemical exposures, ergonomics, lighting surveys, and noise surveys
• Schedules and performs field verification for various programs. (auditing of IH related programs such as silica, asbestos, lead, mold, etc.)
• Fulfils role for emergency response which may require the use of SCBA and other appropriate PPE
• Maintain and improve an effective fence line monitoring program
• Facilitates the development and implementation of IH planning for turnaround and outage activities
• Actively leads and participates in site investigations
• Successfully follow through on assigned action items
• Engaged with on-site medical staff to ensure compliance with medical surveillance Stewardship of the Industrial Hygiene (IH) program.
• Develop, evaluate and provide medical with accurate work task analysis for each position
• Evaluates and maintains the Safety Data Sheet repository in Sphera and maintenance/update processes.
• Develops IH practices, procedures, and implementation plans.
• Identifies deficiencies and opportunities for improvement in the IH programs and assist in developing strategies for resolution.
• Executes departmental goals that support and meet the expectations of management.
• Engaged in industry associations, such as AIHA and ASSP, as appropriate.
• Schedule and coordinate the semi-annual lab hood velocity inspections and review the results to be shared with site management.
• Prepare and submit annual reports to the state.
• Observe, update and replace IH signs and paint program identifiers
• Review and maintain Employee Job Descriptions for Medical
• Utilize outside resources to bring program enhancement and expertise
• Review and approve new chemicals brought onsite as SME for safety.
• Manage safety programs such as SME for new chemical approvals.

Accountability 3: 

Emergency Response

Actively participate within Emergency Responses, Security Threats or Severe Weather occurrences.  Assist the ERT Coordinator with maintaining emergency preparedness plans, equipment and apparatus.  The position also either directly or indirectly supervises contractors or technicians that provide support to emergency and security preparedness programs and/or maintain fire protection equipment at the site.

• Develops and advises site management regarding preparedness tactics for risks and liabilities associated with major emergencies.
• Coordinators to develop and manage programs to ensure sites meet specific legal requirements and standards pertinent to emergency response and security from institutions such as OSHA, Department of Homeland Security, NFPA, etc.
• Facilitate Inclement Weather site preparation by tracking potential site impacts and communicating details
• Conduct inspections and audits to improve site preparedness.
• Coordinates maintenance of surveillance equipment, muster system, fire protection equipment.
• Participate and maintain good working relationships with CIMA and LEPC neighbors, leadership and members.
• Plan, develop, implement, and maintain programs, policies and procedures to ensure effective site emergency readiness.
• Fulfil role during incident management and emergency response as needed.

Accountability 4:

Turnarounds and Projects

The Safety Engineer and Industrial Hygienist is responsible for the coordinating and estimating expertise for development of detailed Turnaround (TAR) and Capital Projects plans based on the scope. The Safety Engineer and Industrial Hygienist ensures delivery of detailed work and logistical plans that comply with all applicable procedures, policies, and codes to ensure the protection of the environment and the health and safety of employees and the community in which we operate. The Safety Engineer and Industrial Hygienist is responsible for ensuring Turnarounds and Capital Projects are completed safely.

• Develop and implement a thorough SHE Plan by following all company and site policies, procedures, expectations and historical performance.
• Provide planning and estimating expertise for development of detailed SHE TAR and project execution plans.
• Develop and monitor SHE KPIs for turnarounds, outages and major projects
• Coordinate 3rd party contractors to support the SHE Plan.
• Develop and present TAR training information in support of SHE and Security.

Accountability 5: 

Asset Care

Increase ownership, reliability, organization and optics of departmental assets.  Make useful tools and materials readily available.  Ensure non-emergency preventive and corrective maintenance work is appropriately planned and scheduled to ensure safe, efficient execution of asset maintenance in support of the site’s safety, health and security operations.

• Ensuring compliance with Safety, Security and Health standards and expectations set through the INEOS Life Saving Rules and 20 Safety Principles.
• Leads the work group’s efforts in promoting and demonstrating safe behaviors through personal and team participation in SHE activities including incident investigations, HAZOP's, audits, observations, and housekeeping.
• Maintain safety and regulatory equipment at all times and report any defects.
• Plan routine and preventive asset integrity and inspection jobs to establish accurate job aids and procedures
• Produce procedures to provide inspection records
• Prepare and analyze metric reports for SHE performance KPI’s.

Accountability 6:

Stewardship of People

• Indirectly supervise technicians who provide support to emergency preparedness programs.
• Assisting those conducting risk assessments, compliance assurance audits and incident investigations.
• Work alongside the IT Department to assess and maintain security access programs, emergency communications, severe weather announcements, incident reporting, and cameras.

Skills/Competencies

Level of education & Experience in general

• Bachelor’s degree in Engineering, Health & Safety, Industrial Hygiene, or other relevant related field
• Occupational Safety & Health experience preferred
• 6+ years’ of direct company experience in petrochemical industry
• Experience as a member of ERT and TEEX Certified Safety Officer
• Experience in routine maintenance, outages, projects and turnarounds

Technical skills

• Experience in a site safety role
• Experience as a firefighter, HAZMAT and Rescue Technician preferred
