About the Position

LIVE is seeking an experienced Executive Support Program Manager to serve as Key Personnel on our United States Marshals Service (USMS) Executive Support Services task order, supporting the USMS Office of the Director (OOD). Work is performed primarily at the contractor's facility, with occasional performance at USMS Headquarters, 1215 S. Clark Street, Arlington, Virginia. The Program Manager is responsible for all contractor work performed under the Performance Work Statement (PWS) and serves as the single point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR). This role delivers executive-level writing, editing, and content development in support of senior leadership communications, planning, decision-making, and strategic initiatives – including speeches, talking points, executive correspondence, annual reports and official publications, strategic plans, award nominations, and executive engagements – ensuring consistency with Departmental tone, policy, and strategic messaging and delivering publication-ready products within established timelines.
Responsibilities
Serve as the Program Manager for the task order and as the single point of contact for the CO and COR; receive all technical direction on behalf of contractor personnel and provide operating advice and assistance on administrative and management issues to the customer.
Draft, edit, and finalize speeches, talking points, remarks, and executive correspondence for the Director and senior executive staff, tailoring messaging for internal, external, and public audiences.
Develop written materials that clearly present key issues, background considerations, and potential implications, structured to support executive decision making and aligned to leadership intent and engagement objectives.
Synthesize information from multiple sources – including data calls, program inputs, and policy guidance – into annual reports and official agency publications, drafting narrative content that conveys organizational performance, accomplishments, and trends.
Present information through unique and complementary layouts, formats, charts, and graphic work, and develop training tools in print, electronic, and video media.
Draft and edit strategic plans, implementation plans, and supporting documents, translating executive direction into structured, actionable written content aligned with DOJ strategic goals and performance frameworks.
Draft award nominations, citations, and supporting narratives, ensuring submissions meet established criteria and reflect organizational priorities.
Support planning and execution of executive-level engagements, conferences, and training events, including agendas, read-ahead materials, executive briefings, site selection research, attendee registration, on-site logistical management, and support to speakers and guests.
Prepare audiovisual and multimedia materials compliant with the Americans with Disabilities Act, and work directly with presenters to compose correspondence and create dynamic presentations.
Assess and research current status and future requirements; develop and adhere to milestones, budget, and timelines, and report known material schedule risks to the COR.
Maintain an effective Quality Control Program (QCP) to ensure timely, accurate, and high-quality deliverables that meet established acceptable quality levels.
Identify as a contractor employee in all meetings, calls, and correspondence, and ensure all documents and reports produced are suitably marked as contractor products.
Required Qualifications
Bachelor of Arts or Bachelor of Science degree in a related field AND ten (10) years of specialized experience directly related to the duties described above. Both are required for this position; experience alone will not substitute for the degree.
Demonstrated executive-level writing, editing, and content development experience supporting a head of component, senior executive, or equivalent senior leadership.
Expertise across a broad range of judicial and/or law enforcement programs and projects.
Experience developing strategic plans and project plans.
Experience working with complex senior executive leadership core qualifications and workplans.
Experience working with and collaborating with other Federal agencies.
Knowledge of Federal Government regulations.
Advanced knowledge of Microsoft Office Suite applications (Word, Excel, PowerPoint, and Outlook).
Possess the clear ability to read, write, speak, and understand English fluently.
U.S. citizenship. Documentation of citizenship (notarized birth certificate, U.S. passport, or USCIS certificate) is required post-award as part of the USMS personnel security process.
Ability to obtain a favorably adjudicated National Agency Check with Inquiries (NACI). No security clearance (Secret or Top Secret) is required; a new USMS background investigation will be initiated at award and is required prior to gaining access to the place of work.
Preferred Qualifications
Prior speechwriting or executive communications support to a Federal head of component, Senior Executive Service (SES) member, or equivalent senior leadership.
Prior experience supporting the Department of Justice or a DOJ component (USMS, EOUSA, FBI, ATF, DEA, or BOP) and familiarity with Departmental tone, policy, and strategic messaging.
Graphic design, layout, and multimedia production skills (Adobe Creative Suite or equivalent), including Section 508 and ADA-conformant documents, presentations, and video.
Experience planning and providing on-site management for executive-level conferences, training events, and award ceremonies.
Experience drafting award nominations and citations within Federal recognition programs.
Residence within the District of Columbia, Maryland, and Virginia business corridor to support periodic on-site performance at USMS Headquarters.
