Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. Job Summary
The PEI Manager provides strategic leadership for the Pressure Equipment Integrity (PEI) Department. This role is the principal technical expert for the company. The role is responsible for ensuring safety, integrity, reliability, availability, and regulatory compliance of pressure equipment assets through effective technical assurance, inspection, corrosion management, and mechanical integrity programs. The role stewards the development and execution of integrity strategies, management systems, and organizational capabilities necessary to identify, assess, mitigate, and communicate Equipment Integrity risks.
As a member of Senior Management Group (SMG), the PEI Manager participates in and provides leadership to multiple site steering teams responsible for turnarounds, maintenance, infrastructure investment, asset management, and business improvement initiatives. Through these forums, the role helps shape refinery strategy, resource allocation, turnaround scope, maintenance priorities, process safety risk management, and long-term asset stewardship decisions.
Key dimensions of the role:
The PEI Manager leads an organization of approximately 26 company employees and 50 contractor personnel supporting Equipment Integrity activities and is accountable for an annual operating budget of approximately $15 million. The team includes mechanical static engineering, corrosion and materials engineering, inspection specialists and contract partner leadership. The size of this team will grow during turnarounds.

Accountabilities & Responsibilities:
Own and steward the refinery Pressure Equipment Integrity Management (PEIM) program.
Ensure compliance with applicable regulatory requirements, company standards, site governance requirements, and recognized engineering practices.
Establish and maintain effective inspection, corrosion management, pressure vessel, piping, storage tank, pressure relief device, and pressure equipment integrity programs.
Ensure pressure equipment integrity risks are identified, assessed, communicated, and managed using risk-based decision-making processes.
Provide governance and oversight of Risk-Based Inspection (RBI), Integrity Operating Windows (IOWs), Fitness-for-Service (FFS), repair strategies, pressure equipment integrity assessments, management of change interfaces, and mechanical integrity work processes.
Monitor pressure equipment integrity performance through established metrics, management systems, and departmental scorecards.
Leads and develops a culture of learning from incidents through quality investigations and clear communication to stakeholders. Ensures are investigated at the appropriate level and corrective actions are implemented to prevent recurrence.
Lead, develop, and sustain a high-performing technical organization through effective workforce planning, recruitment, performance management, succession planning, coaching, mentoring, and employee development.
Establish clear departmental priorities, goals, and accountabilities aligned with refinery objectives and business priorities.
Foster a culture of safety, technical excellence, accountability, continuous improvement, and employee engagement.
Develop and manage the PEI operating budget and departmental performance.
Balance safety, compliance, reliability, risk, and cost considerations through risk-based decision-making.
Support long-range infrastructure planning, capital investment decisions, turnaround readiness, routine maintenance strategies, and major repair programs affecting pressure equipment systems.
Serve as Category Business Lead for Inspection Services and Fabricated Static Equipment. Partner with Supply Chain to develop category strategies, supplier relationships, sourcing plans, and contract frameworks.
Provide technical leadership and governance support for Tanks, Leak Sealing and Heat Treatment, Piping General & Materials, and Turnaround categories.
Drive value creation through standardization, contractor performance management, risk reduction, supplier development, and lifecycle cost optimization.
Maintain effective interfaces with Operations, Maintenance, Reliability, Projects, Supply Chain, HSSE, and Technical Authorities to align pressure equipment integrity priorities with refinery business objectives.
Serve as a key member of refinery steering teams responsible for turnarounds, maintenance, infrastructure investment, asset management, and business improvement initiatives.
Provide strategic leadership and equipment integrity expertise to refinery business planning, turnaround scope development, maintenance optimization efforts, and capital investment decisions.
Provide risk-based recommendations regarding pressure equipment reliability, process safety barriers, infrastructure renewal, and lifecycle asset management.

Education and Experience:
Must have legal authorization to work in the United States on a full-time basis.
Bachelor’s degree in Mechanical (preferred) or Chemical engineering.
