THE GLOBAL FORUM
The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum), whose Secretariat is hosted by the OECD’s Centre for Tax Policy and Administration (CTPA), plays a central role in promoting and monitoring the implementation of international standards on transparency and exchange of information (EOI). With over 170 members (www.oecd.org/tax/transparency) participating on an equal footing, the Global Forum supports the fight against tax evasion and avoidance by conducting peer reviews and monitoring activities and delivering capacity building to help them implement and benefit from these standards. Its work covers tax transparency standards, such as the Transparency and Exchange of Information on Request (EOIR), the Common Reporting Standard (CRS) for automatic exchange of financial accounts information, the Crypto-Asset Reporting Framework (CARF), and the associated confidentiality and data safeguards (CDS) requirements.
THE POSITION
The Global Forum is looking for a dynamic Head of Division to provide leadership and strategic direction. As a key member of its Senior Management team, s/he will lead the Monitoring and Peer Review Division, overseeing the monitoring and peer review the implementation of the transparency and exchange of information standards, promoting their effective implementation and supporting reforms to ensure they remain effective tools against tax avoidance and evasion. The Division also supports the Global Forum’s work to establish partnerships with stakeholders in the tax and development community. The successful candidate will work closely with, and report to, the Head of the Global Forum Secretariat.
The scope and the complexity of the Global Forum’s work require an experienced senior executive with expertise in tax policy and administration, international development and political processes. The ideal candidate will be a strategic thinker with political acumen, experienced in delivering a complex Programme of Work and Budget, leading international teams and maintaining a professional network.
Job Description
Main Responsibilities
Leadership
Support the implementation of the Global Forum’s Programme of Work and Budget (PWB) and the advancement of its strategic outcomes, with a focus on monitoring and peer review of the standards in transparency and exchange of information for tax purposes.
Support the Office of the Secretary-General, the OECD Sherpa, and their respective teams on targeted policy advice and on the OECD’s contributions in the area of tax and development, including to the G20 and G7.
Lead on the design and management of the Global Forum’s monitoring and peer review programmes, ensuring the effectiveness of the standards and promoting the necessary reforms to meet the needs of all member jurisdictions.
Lead on ensuring the quality and consistency of the implementation of the Global Forum’s monitoring and peer review processes, managing key stakeholders and ensuring consistency and coherence across outputs.
Ensure the Global Forum’s work reflects the needs of all its member jurisdictions, and promotes effective standards, including by leading the Global Forum’s engagement across the OECD and with member jurisdictions to deliver the Common Transmission System.
Foster cross-organisational collaboration, particularly with the OECD Development Cluster, on tax and development issues.
Contribute to strengthening the OECD and the Global Forum’s standing as authoritative reference centres for analysis and guidance on tax policy and administration among member jurisdictions and relevant stakeholders.
Support the effective global reach of the OECD and the Global Forum’s work on tax transparency and exchange of information, including through rigorous public reporting and sustained engagement with key partners, in alignment with the OECD’s global relations strategy.
Representation and Liaison
Represent the Global Forum Secretariat and the OECD in internal and external meetings.
Establish and maintain strong networks with international organisations, national authorities, academia, and research institutions.
Actively contribute to the effective dissemination of the Global Forum’s work through the media, professional networks, academia and other communities.
Prepare timely and accurate responses to briefing requests from the Secretary-General’s Office and other parts of the Organisation.
Develop strategic relationships with key international and regional organisations active in tax transparency.
Management and Co-ordination
Ensure effective coordination and collaboration across the Organisation, including with the Office of the Secretary-General and policy directorates, to support corporate initiatives and horizontal projects.
Lead and manage Division staff by setting clear objectives, providing direction and feedback, supporting professional development, and promoting effective project management and internal communication.
Build and lead a cohesive, diverse, and inclusive team, fostering excellence and a collaborative work environment.
Uphold and promote the OECD’s highest professional standards and ethical principles, ensuring a supportive and respectful workplace.
Oversee the organisation and smooth delivery of all meetings under the Division’s responsibility.
Effectively manage human and financial resources to deliver the programme of work and budget and fulfil the Division’s commitments.
Qualifications
Ideal Candidate Profile
Academic and Professional Background
An advanced university degree in economics, legal and/or a professional qualification in tax or a related subject.
At least 10 years’ experience at a senior level in a national government, the private sector or an international organisation working on tax and/or exchange of information for tax purposes, including managerial duties in addition to substantive areas responsibility.
Excellent knowledge of current tax challenges facing governments, including in the developing world, and an ability to effectively communicate and formulate advice and recommendations in a clear, practical and accessible manner.
Proven record of developing relations at a senior level and within a political decision-making environment. Well-established contacts with stakeholders in the relevant international communities.
Extensive experience in developing innovative products/outputs and conducting rigorous analysis.
A broad knowledge of the Global Forum's substantive work, and a strategic sense of its role in the overall framework of international co-operation and domestic policy formulation.
Additional Information
Communication and Languages
Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
Knowledge of other languages would be an asset.
Core Competencies

Monthly base salary starting from 12 672 EUR plus allowances, based on eligibility, exempt of French income tax.
Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
Process
