The Family Resource Center (Joy Lok) Manager provides strategic leadership for the Joy Lok Family Resource Center by overseeing family strengthening programs, community partnerships, staff development, contract administration, and daily center operations. Reporting to the Director of Family & Community Services, this position ensures the Family Resource Center serves as a trusted, culturally responsive hub where children and families can access coordinated services, community resources, and opportunities that promote family well-being.
The Manager develops collaborative partnerships, oversees city-funded contracts, supervises multidisciplinary staff, and ensures compliance with funding requirements while advancing equitable, family-centered services that strengthen protective factors, parent leadership, and community engagement.

Responsibilities Include:
Strategic Leadership & Program Management
Provide strategic leadership for the daily operations of the Joy Lok Family Resource Center.
Develop and implement operational plans that support family strengthening, community engagement, and organizational priorities.
Ensure the Family Resource Center functions as an integrated community hub that connects families with comprehensive services.
Identify opportunities to expand services, strengthen partnerships, and improve program effectiveness.
Promote culturally and linguistically responsive services that reflect the strengths and needs of the communities served.
Family Engagement & Community Partnership
Build and maintain collaborative partnerships with community organizations, healthcare providers, schools, child care programs, and public agencies.
Develop systems that improve cross-referrals and reduce service gaps for children and families.
Support the development of Parent Advisory Committees and parent leadership opportunities.
Promote family advocacy, civic engagement, and community participation.
Coordinate culturally responsive outreach activities that increase awareness of Family Resource Center services.
Represent Wu Yee Children's Services in community collaboratives, stakeholder meetings, and partnership initiatives.
Leadership & Workforce Development
Recruit, supervise, coach, mentor, and evaluate Family Resource Center staff.
Foster a collaborative, inclusive, and strengths-based work environment.
Support staff through reflective supervision, coaching, professional development, and team-building opportunities.
Develop staff capacity to deliver high-quality, family-centered services.
Promote accountability, innovation, and continuous learning throughout the team.
Contract Administration & Fiscal Stewardship
Manage the Department of Early Childhood Family Resource Center Initiative contract and other city-funded agreements.
Monitor contract performance to ensure timely completion of reports, deliverables, and funding requirements.
Develop, monitor, and manage annual center budgets.
Prepare financial reports and support grant management activities.
Assist with funding research, grant development, and resource development initiatives that support long-term program sustainability.
Program Operations & Quality Improvement
Oversee program administration, documentation, data collection, and program evaluation.
Develop systems that strengthen operational efficiency, service coordination, and accountability.
Monitor program outcomes and use data to guide continuous quality improvement.
Ensure compliance with organizational policies, grant requirements, contractual obligations, and applicable regulations.
Evaluate services and recommend improvements that strengthen family outcomes and organizational effectiveness.
Collaboration & Organization Leadership
Partner with Child Development, Family Services, Provider Services, Finance, and Operations to strengthen integrated service delivery.
Coordinate cross-department referrals and collaborative case coordination.
Plan and oversee family events, workshops, field trips, celebrations, and community engagement activities.
Maintain knowledge of community resources and support staff in providing effective referrals and follow-up services.
Perform additional duties as assigned in support of organizational priorities.
Knowledge:
Minimum 3 years direct supervisory experience in an early childhood center with a staff of more than 15 employees.
Demonstrates excellent writing and oral communication skills.
Capacity to plan, deliver and implement and evaluate early childhood training.
Experience working with culturally diverse staff and families desired .
Education & Skills Required:
Bachelor’s Degree in Education, Psychology, Social Work, Child Development, or a related filed required.
Masters Degree is preferred.
Equivalent professional experience may be considered in lieu of some educational requirements.
Strong knowledge of Family Resource Center principles, family strengthening approaches, and community resource systems.
Knowledge of early childhood education and child development.
Strong understanding of community assets, family support services, and cross-sector collaboration.
Compensation and Benefits:
The pay range for this position is $78,700 - $121,990. A new hire generally starts between $78,700 and $100,343. The final salary offer will be determined after reviewing relevant factors, including but not limited to skills sets, relevant experience, internal equity, and other business and organizational needs.
