APS Screener (Adult Protective Services Specialist) / REQ-203420

Location: Hybrid (primarily remote with required in-person meeting(s) in Salem a few times per year)

OPPORTUNITY AWAITS!

The Central Adult Protective Services Program is seeking two (2) experienced, self-directed Adult Protective Service Specialist Screeners for the SAFEline abuse hotline. These positions require a high level of autonomy and responsibility.

SUMMARY OF DUTIES:

In this position, you will conduct full-time screening of adult abuse complaints through the SAFEline hotline. APS Screeners triage all calls, provide referrals, make screening determinations and assign investigations to local offices.

This Adult Protective Services Specialist (APSS) role fulfills an integral role in expanding the SAFEline screening system for Oregon’s Aging and People with Disabilities, Adult Protective Services program by screening reports of abuse/neglect, offering technical consultation, assigning abuse/neglect investigations, and coordinating with local offices and community partners.

Primary duties: Screening, triage, referrals and investigation assignment.

  • Conducts APS Screenings by phone with individuals reporting adult abuse.

  • Applies Adult Protective Services Oregon Administrative Rules, Policies, Statutes and best practices to determine screening outcome

  • Consistently captures all intake information in the Centralized Abuse Management (CAM) system

  • Utilizes Oregon Access, e-courts, ONE, and other related programs to obtain preliminary information

  • Makes referrals to relevant agencies, supports and services

  • Participates in regularly scheduled team meetings, trainings, and serves as an active team member in team-building activities

WORKING CONDITIONS

  • This position is hybrid. This position is scheduled Monday through Friday, 8:00 am to 5:00 pm.

  • Infrequent statewide travel required for engagement with local offices and community partners or team and supervisory meetings; all of which could require an overnight stay. Position requires a valid driver’s license and an acceptable driving record.

  • Frequent exposure to sensitive and confidential information and evidence such as reports and photographs regarding the abuse and neglect of vulnerable adults.

  • May be subjected to verbal abuse and assaultive threats made by angry and hostile individuals.

  • Position involves a rigorous volume of workload that requires the ability to coordinate responsibilities for multiple field offices at one time; each with a level of activity that can be unpredictable and fast paced. Ability to work in an area with moderate noise levels with multiple distractions and maintain good working relationships with other employees. Subject to interruptions via telephone, email and video conferencing system. Requires daily computer use and period of sitting in a general office environment or remote office location.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in the human, social, behavioral or criminal sciences AND two years human service, law enforcement or investigative experience.

  • Three years professional level experience related to the position may substitute for the bachelor's degree.

OR

  • An associate degree in the human, social, behavioral or criminal sciences AND four years human service, law enforcement or investigative experience.

  • Eighteen (18) months professional level experience related to the position may substitute for the Associate.

ESSENTIAL ATTRIBUTES:

  • Minimum 1 year of Adult Protective Service Specialist screening experience (APD or AAA).

  • Strong working knowledge and application of Oregon Adult Protective Services statutes, rules, policies and best practices.

  • Strong working knowledge of the Centralized Abuse Management System, including direct experience entering screenings into CAM.

  • Demonstrated, professional communication skills, oral and written.

  • Collaborative approach to problem solving.

  • Ability to work effectively with a high level of independence.
