Position Summary
The primary purpose of this position is to provide responsible supervisory leadership and technical assistance in ensuring the completion of all required housing inspections for the HABC Housing Choice Voucher Program. Duties include developing, implementing, managing, and evaluating the inspection program, planning and scheduling inspections, training staff to enforce Housing Quality Standards (HQS) and/or NSPIRE, and supervising and managing quality control activities. Establishes relationships with State and Federal agencies, real estate developers, legal representatives, non-profit organizations, and other landlord or housing management entities. Performance of the duties requires knowledge of building construction and skilled trades, and knowledge of HQS and/or NSPIRE, housing, zoning, lead paint, fire codes, and ADA regulations. Must have the ability to deal effectively with tenants and property owners. Supervision is exercised over the Section 8 Inspectors and clerical support staff.
All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
Supervises inspection staff, assigns workloads, monitors daily schedules and routes, and ensures inspections are completed within required timeframes.
Trains, mentors, evaluates, and supports inspection staff development.
Monitors regulatory changes and reports updates; devises a plan to implement changes to inspection practices, policies, and procedures.
Monitors compliance with local, state, and federal guidelines relative to Lead, Mold, Asbestos, and other health and safety regulations
Reviews inspection results for accuracy, consistency, and compliance.
Maintains accurate, complete, and auditable inspection records with supporting documentation where applicable in electronic databases.
Prepares and monitors reports related to inspection outcomes, SEMAP requirements, compliance trends, and program performance.
Ensures landlords and voucher holders are notified of inspection results, required repairs, reinspection requirements, and Housing Assistance Payment abatements.
Responds to inquiries and concerns from landlords, tenants, and program participants in a timely and professional manner.
Recommends process improvements to enhance operational efficiency and regulatory compliance.
Delivers presentations and facilitates educational and informational sessions for landlords, tenants and other stakeholders; represents HABC at industry events and professional meetings
Conducts Quality Control field visits; conducts on-site inspections as needed.
Performs other duties as assigned.
Minimum Education, Training, and/or Experience
Bachelor’s degree in business, social service, or related field(s). Must have a minimum of 5 years of experience in assisted housing inspections, construction, code enforcement, or related field, and 1-year supervisory experience. An equivalent combination of education, training, and experience may be considered
Special Requirements
Possession of a valid Maryland driver's license.
Must be eligible to be covered under the Authority's vehicle insurance policy.
HQS and/or NSPIRE certification must be obtained within 12 months of hire.
Other Requirements:
Availability to work some evenings and weekends as needed.
Successful completion of a pre-screening investigation, including verification of employment history and education credentials.
A 6-month probationary period applies to this full-time permanent position.
Must not engage in private real estate business.
FOR INTERNAL CANDIDATES ONLY: Current HABC employees who are on probation, whether due to initial new hire status (6 months) or promotion (3 months), will have the opportunity to apply for other roles within HABC once their probationary period is successfully completed. This allows time for growth, development, and the demonstration of their skills and commitment, paving the way for new opportunities within the organization.

Please refer to the Manual of Personnel Policies or the applicable Collective Bargaining Agreement for additional information regarding the disciplinary process.
