The position serves as the primary lead coordinating engineering activities, operational priorities, customer engagement, project execution, and cross-team collaboration. The role requires strong expertise in operational leadership within a fast-paced enterprise environment.
Proven ability to lead technical teams through all phases of the SDLC—design, development, testing, deployment, and support.
Demonstrated experience guiding architecture decisions, code quality standards, and best practices for multi‑platform systems.
Strong mentoring capabilities, with the ability to coach junior and mid‑level engineers across multiple technology stacks.
Ability to translate business requirements into scalable, secure, and maintainable technical solutions.
Experience coordinating cross‑functional deliverables, managing technical risks, and ensuring alignment with enterprise architectural patterns.
Ensure operational activities align with change management, security, and governance processes.
Coordinate with federal leadership, stakeholders, vendors, and partner teams to support mission and operational objectives.
Coordinate with cybersecurity, networking, cloud, identity management, and infrastructure teams to support integrated enterprise services.
Minimum Qualifications
Bachelor’s degree, preferably in Computer Science, Information Technology, or a related technical field.
Minimum of 8 years of experience leading Agile software development teams, providing technical leadership and hands‑on guidance.
Proven experience in full‑stack web application development.
Strong development expertise with technologies such as Java Spring Boot, AngularJS/Angular, .NET, C#, and Visual Basic.
Experience building and deploying applications in containerized environments using Docker and Docker Compose.
Experience designing and developing responsive web applications using JavaScript, TypeScript, and modern front-end frameworks and libraries (e.g. React, Angular, jQuery)
Experience designing and implementing data access layers and database schemas using JPA or similar ORM frameworks.
Proficiency in writing automated tests, including unit, integration, functional, accessibility (508), performance, and end‑to‑end tests.
Hands-on experience working with CI/CD pipelines and tooling for automated build, test, security scanning, and deployment.
Experience working in AWS Cloud environments, including services such as Amazon EKS (Kubernetes), Kafka (managed or self-hosted), and cloud‑native architectures.
Strong database experience with platforms including PostgreSQL, Oracle, and familiarity with data visualization and reporting using Tableau.
Excellent verbal and written communication skills, with the ability to communicate complex technical concepts to diverse stakeholders.
Strong analytical thinking, creative problem‑solving ability, and commitment to continuous improvement.
Experience supporting large-scale enterprise or government IT environments.
Background in identity and access management, including SSO, certificate‑based authentication, and endpoint security solutions.
Experience coordinating operational support activities, including change management, incident response, and production troubleshooting.
Strong troubleshooting abilities, along with excellent organizational, communication, and documentation skills.
Desired Qualifications
Advanced proficiency in Java (Java 17, Java 11, Java 1.8/1.8.0.2) with hands‑on experience leading development of enterprise-scale applications.
Strong front‑end engineering capabilities using Angular (including AngularJS 13, 13.3.9, and 8.2).
Deep experience deploying and orchestrating containerized applications using Amazon EKS and Docker.
Solid background with relational databases including PostgreSQL (11.5), PostgreSQL 10, Oracle (12.1, 19c, 19.0), and Microsoft SQL Server 15.0.
Expertise building and maintaining .NET applications using .NET/C#, .NET/C# 4.6, .NET/Visual Basic 6, and .NET/Visual Basic 4.8.
Familiarity with enterprise messaging and event-driven architectures leveraging Kafka.
Strong knowledge of Windows Server (including Windows Server 2019) and general Windows administration practices.
