What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $76,000- $90,000/annually based on experience. Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed.

In this position you can expect to work three (3) days in office and two days remote. For your in-office days, you can expect to work on-site at the Wellington E. Webb Municipal Office Building, 201 W. Colfax Ave., Denver, CO 80202.

Who We Are & What You’ll Do

The Office of Emergency Management (Denver OEM) within the City and County of Denver is currently seeking an Administrator I to join the Securing the Cities (STC) Grant Program.

Through the STC grant, the City and County of Denver partners with the Department of Homeland Security and other cities within the United States to mitigate the threat of radiological and nuclear terrorism. This program seeks to reduce the risk of a successful deployment of a radiological or nuclear weapon against major metropolitan areas.

In this role, you will provide support to various aspects of the program, including grant reporting, data management, asset management, training coordination, and process improvement. This position will also be responsible for providing support to partner agencies and daily communication with a variety of internal and external stakeholders. In this role, you may be assigned duties to assist other programs/projects within OEM as needed.

Denver OEM's mission is to lead Denver's emergency management efforts to cultivate safe, prepared, and resilient communities. Denver OEM is responsible for coordinating the City and County of Denver's efforts in preparing, mitigating, preventing, responding to, and recovering from all natural, technological (manmade), terrorism, and intentional hazards and threats impacting Denver's residents. Denver OEM conducts operational support, planning, training, exercises, and community outreach to assist and prepare residents, government agencies, businesses, and private/non-profit organizations prior to, during, and after a local emergency or declared disaster.

Finally, Denver OEM manages the City's Emergency Operations Center (EOC) and Joint Information Center (JIC) during emergencies or declared disasters in order to coordinate and synchronize Denver's prevention, response, and recovery operations. This position is required to spend approximately 5% of its time participating in EOC activations, training, and exercises.

Denver OEM receives the STC grant award annually and has a cooperative agreement with the Department of Homeland Security through 2029. As a result, this is a limited-term position with an end date of September 30, 2029. If grant funding is renewed, the end date for this position will be extended.

Key Responsibilities and Duties:

• Support the administration, coordination, implementation, and continuous improvement of the STC program.

• Provide recommendations, technical assistance, and support regarding program operations.

• Assist in establishing program goals, collecting and analyzing data, and evaluating program performance measures.

• Develop, maintain, and analyze program reports, data systems, and related documentation.

• Coordinate and support program meetings and collaborative initiatives with stakeholders to strengthen collaboration, communication, and information sharing.

• Perform other duties as assigned in support of the STC Program and Denver OEM.

Process and Procedure Development

• Assist with research, analysis, development, implementation, maintenance, and continuous improvement of program processes, procedures, policies, and related documentation.

• Identify gaps and opportunities for improvement in program processes, procedures, and policies, and support the development and implementation of solutions to enhance program operations, efficiency, and compliance.

Asset Management

• Coordinate and support equipment procurement, maintenance and repair activities, warranties, lifecycle management, transfers, assignments, and vendor coordination.

• Create and maintain program asset inventory in compliance with applicable federal and City requirements.

• Maintain equipment records and data using asset management systems.

• Track and analyze equipment usage, performance, maintenance and repair history, costs, trends, and operational issues.

Training, Drill, and Exercise Coordination

• Develop training goals, training schedules, and monitor progress toward program objectives.

• Coordinate, support, and implement program trainings, drills, exercises, and other activities.

• Automate, streamline, and maintain training data using data management systems.

• Manage the regional Train-the-Trainer (TTT) program and provide support to trainers.

• Develop After Action Reports and Improvement Plans and support implementation of corrective actions.

Our ideal candidate has some or all the following experience, skills, and characteristics:

• 3-5 years of experience administering business operations or operational programs and/or assisting professional/management staff with administrative or operational functions.

• Experience working in emergency management or public safety organizations.

• Strong analytical, organizational, and problem-solving skills.

• Experience with data collection, management, analysis, visualization, reporting, and data management systems.

• Effective communicator with the ability to facilitate meetings, deliver presentations, and collaborate with internal and external stakeholders.

• Experience with Microsoft Office Suite, SharePoint, Power BI, and Collective Data.

• Knowledge of or experience with radiological/nuclear detection equipment, or related programs.

• Experience working in/with public safety organizations.

Required Minimum Qualifications

• Education requirement: Bachelor's Degree in a related field based on a specific position(s).

• Experience Requirement: Three (3) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience).

• Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
