Job Title: Manager, Airport Properties & Contracts 

Shift Schedule: 8:30 AM – 5:00 PM, Monday through Friday. Additional hours as required by mandatory meetings, special events, engagements and as needed during inclement weather or emergencies.

Salary Range: $123,051.36 - $172,271.90

JOB SUMMARY: The Airport Properties and Contracts Manager reports to the Chief Commercial Officer (CCO) and is responsible for the management of the Authority’s properties, concessions, leases, land and facility development, with a focus on regulatory compliance, revenue growth, and diversification. Other responsibilities include coordinating with airport tenants and concessions operators, coordinating construction activities, assisting in enforcing operating rules, regulations, provisions of contracts, and lease agreements, and is the Airport Concessionaire Disadvantaged Business Enterprise Liaison Officer (ACDBELO).

ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Lead the management, leasing, and marketing of the Authority’s commercial properties and facilities—including office, industrial, retail, and other revenue-generating spaces—to maximize occupancy, rental income, and overall financial performance. 
2. Coordinate the drafting, negotiation, and administration of Airport leases, ground leases, licenses, development and management contracts, permits, and service agreements for the use of Authority properties and facilities.
3. Oversee full life-cycle lease administration, including tracking lease terms, options, commencements and expirations, rent adjustments/escalations, insurance compliance, financial reporting requirements, and updates to tenant maps, exhibits, and records. 
4. Ensure accurate setup and maintenance of revenue leases and related information in property, lease, and contract management systems for billing, reporting, and audit purposes. 
5. Maintain up-to-date property management and contract files, including leases, permits, insurance certificates, financial/usage reports, drawings, and specifications, and prepare related correspondence and documentation as needed. 
6. Build, foster, and maintain strong tenant relationships; act as the primary liaison on property and lease issues, investigate complaints or disputes, and recommend practical solutions. 
7. Conduct regular on-site visits and inspections of leased spaces and common areas to monitor tenant performance, condition of premises, and compliance with lease and operating requirements, coordinating with internal departments and tenants on corrective actions as needed. 
8. Support all phases of RFP, RFI, and RFQ processes related to properties, commercial services, and business development opportunities, including preparation of solicitation documents, evaluation of proposals, and development of recommendations. 
9. Oversee or support risk management activities related to properties and contracts, including coordination with insurance agents and brokers and maintenance of current insurance certificates and endorsements for tenants and service providers. 
10. Analyze opportunities and constraints to determine the highest and best use of office, storage, operational, and support spaces to improve utilization, customer experience, and revenue performance. 
11. Collaborate with Facilities, Operations, Finance, Legal, and other departments to address property management, maintenance, construction coordination, access, and contract-related issues in a timely and customer-focused manner. 
12. Monitor tenant performance and compliance with contractual requirements and make recommendations to the CCO on policies, programs, facility improvements, and future commercial strategies. 
13. Support or coordinate initiatives related to small and disadvantaged business participation in commercial programs, in alignment with applicable federal, state, and local requirements and NAA policies. 
14. Participate as essential personnel in designated emergency or irregular operations plans, including response to incidents that may affect tenants, customers, or commercial facilities. 
15. Monitor and adhere to applicable rules, regulations, policies, and procedures, performing other related duties as assigned by the CEO, CCO, or designee. 
16. Performs all other duties as assigned and directed.
17. Administer and adhere to all Authority policies and guidelines.

KNOWLEDGE, SKILLS AND ABILITIES: The following generally describes the knowledge, skills and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

1. Knowledge of principles, methods, practices, and techniques involved in food and beverage and retail management, commercial real estate, contract administration and compliance, and tenant relations.
2. Ability to interpret legal property descriptions, lease agreements, and contract terms and conditions.
3. Ability to conduct regular on-site visits to ensure adherence to contract terms; review contracts and inspect facilities; document and follow-up on property maintenance and issues involving non-compliance.
4. Ability to collect, evaluate and interpret appropriate and applicable data and analytics on concession program performance and make recommendations for improvements.
5. Knowledge of principles and practices of program and project planning with the ability to work with internal staff and external contractors to facilitate and coordinate concessions performance and construction project activities.
6. Ability to exercise independent judgment and initiative within established guidelines including the use of tact and diplomacy in dealing with difficult and sensitive people, issues, and situations.
7. Ability to understand, interpret and respond to tenant and other customer and stakeholder needs and expectations; apply sound, creative problem-solving techniques to resolve difficult concessions management issues, and cultivate positive tenant relations and communications.
8. Ability to work extended hours and be on-call for tenants and concession operators during irregular airport operations.

EDUCATION/TRAINING: 

1. Requires a Bachelor’s Degree in Business Administration, Economic/Real Estate Development, Supply chain Management, Aviation Business, or closely related field. Advanced degree preferred.  

EXPERIENCE:

1. Minimum of five (5) years of professional experience in commercial property management, asset management, lease administration, or a closely related field. 
2. Two or more years of experience in airport, transportation, public sector or governmental environment preferred, but not required.
3. Familiarity with retail or concessions programs, small/disadvantaged business programs, and/or commercial development in complex multi-tenant environments is preferred. 
4. Proficiency with MS Office (Word, Excel, PowerPoint, Outlook, SharePoint) and virtual meeting platforms (e.g., Teams). 
5. Strong communication skills including writing, public speaking and presentation skills with ability to establish and maintain effective working relationships with Airport customers and employees as well as NAA leadership and employees.
6. Strong written, public speaking, and presentation skills, with the ability to build effective working relationships with tenants, internal stakeholders, senior leadership, and external partners. 
7. Demonstrated ability to manage multiple priorities and deadlines, think critically, and monitor programs, contracts, and agreements to make well-supported recommendations to management.  

CERTIFICATIONS:

1. Industry training and certifications in property management, real estate, or contract management (e.g., CPM, RPA, CCIM, real estate license, or similar) are preferred. 

SPECIAL REQUIREMENTS: 

1. Possess a valid driver’s license and must meet NAA driving record requirements.
2. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
3. Ability to successfully complete a criminal background check and other pre-employment requirements.

DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards.

• License is active and NOT suspended.

• Any employee or applicant who has been licensed in their state for less than 3 years must provide a copy of their previous driving record to Human Resources.

• An employee or applicant may have a North Carolina or Virginia driver’s license as long as they reside in that state.

• An “unacceptable" DMV driving record includes the following violations during the most recent 3-year period:
• Committing a Felony with a Motor Vehicle
• DWI/DUI
• Drug Offense
• Eluding a Police Officer
• Foreign citizens with no historical driving record available to us
• Hit Run / Leaving the Scene of an accident
• Lending an Operator’s License or Registration to Another
• Open Container Violation
• Passing a Stopped School Bus
• Racing or Speed Contest Violation
• Reckless Driving
• Speeding 25 mph, or more, above speed limit
• Suspended License History – Drivers who have had 3 or more license suspensions as a result of moving violations
• Temporary Operator's Permit
• Two or more at fault accident convictions
• Vehicle Manslaughter/Homicide
• Three or more moving violations within the past 12 months

Note: Texting or cell phone violations are considered moving violations because they increase the chance of being in an accident.
