Ulupono Family Strengthening Program works to increase the internal resources of families to handle challenges they face with their children. Family support specialists on Oahu and Maui work with parents/caregivers of children ages birth to 17 years old to help families thrive by teaching parents how to provide a safe, healthy, nurturing environment for their children. Ulupono is a program where parents/caregivers and Family Support Specialists work together to promote family wellness. Mothers, fathers and other caregivers are encouraged to participate.
The Program Supervisor supervises the delivery of voluntary culturally appropriate and strengths-based child abuse and neglect prevention and intervention services for low to moderate risk families referred by the Department of Human Services, Child Welfare Intake units. This position communicates frequently with community partners, home visitors, other supervisors, funders, and families. This position is under the direct supervision of the Program Director/Assistant Program Director.
Essential Duties
1.Coordinates and ensures appropriate delivery of home-based child abuse and neglect prevention services identified by Child Welfare Services as low to moderate risk families with children, ages 0 – 17 assuring that these services focus on increasing parents’ ability to establish and maintain safety for their children, meet their children’s needs, problem solve, and access community resources to prevent re-occurrence of CWS involvement and provides back up services for Family Support Specialists.
2. Provides leadership, administrative, clinical, and reflective supervision as it relates to CWS families, to program staff and assumes all the responsibilities of a supervisor for the staff that report directly to this position, including orienting and training staff. Reviews and approves intakes of families to the team, providing consultations daily to field staff that need immediate guidance that involve child safety.
3. Ensures that the program is operating in a manner consistent with standards and guidelines established by funders, state law and the policies and procedures of the agency, including the Family Check-up model. Monitors the quality of services to all families and tracks the timely and accurate completion of ehana documentation, forms, and assessments. Provides updated information to referents about the status of referrals.
4. Provides assessment and information to Child Welfare Intake and Case Management staff on families with identified “imminent harm” to reassess the level of intervention needed for the family. Will also identify risk and harm factors that are presenting and warrant CWS to elevate a case.
5. Ensures that program objectives are met, including contract requirements, and that reports for accountability are submitted in a timely manner to the Program Director.
6. Works closely with the Clinical Supervisor/Trainer to ensure model fidelity and CWS required assessments and timeline are being met. Participates in regular consultation and group supervisions with the Clinical Supervisor/Trainer to ensure success of program and employees.
7. Maintains effective working relationships with funders, collaborators, state agencies, other appropriate providers of child abuse and neglect prevention and intervention, and related coalitions and networks, attending required trainings and meetings, as appropriate including the Family Court Special Division Focus Group quarterly meetings with Family Court judges and other involved agencies that provide service in Family Court.
Minimum Qualifications:
Master’s degree in Social Work, Psychology, or related field from an accredited institution required plus a minimum of one (1) year experience providing family support services to families, including working with families experiencing child abuse and neglect.
OR Bachelor’s degree in Social Work, Psychology, or related field from an accredited institution required plus three (3) or more years of combined experienced.
Other:
1. Possesses and maintains a valid Driver’s License.
2. Has daily access to an automobile.
3. Possess and maintains proof of no-fault insurance.
Preferred Qualifications:
-Proven supervisory experience shall include, but not limited to, individual staff, volunteer, and program effectiveness, and outcome measures highly desired.
-Experience working with substance abuse and/or domestic violence issues preferred.
