JOB TITLE: Programme Policy Officer (Roving-CFM Officer)

ORGANISATIONAL CONTEXT AND PURPOSE OF THE ASSIGNEMENT:
The Programme Monitoring and Reporting Service (PRGM) serves as WFP’s functional lead for monitoring, corporate reporting, and Community Feedback Mechanisms (CFMs) at the global level. Based at Headquarters with outposted regional teams, PRGM provides global services that ensure robust monitoring, community feedback, and reporting practices across WFP operations. Effective support to country offices is critical to uphold accountability, drive continuous improvement, and maintain the integrity of WFP’s monitoring and reporting functions.
Monitoring is central to WFP’s ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time, while providing evidence of programme results. Beyond oversight, monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks, standards, and methodologies, and supports country offices in planning and implementing monitoring strategies through guidance, tools, and field support. It also facilitates reporting of monitoring findings to internal and external stakeholders, reinforcing transparency, and accountability.
The Field Monitoring unit (PRGM-F) provides guidance and supports the field in planning, collecting, measuring, and analysing programme performance to inform decision-making, maintain operational focus on results, and generate data for analysis and decision-making. It also oversees CFMs globally and equips CYs with tools, systems, and technical support to collect, analyse, and respond to feedback from affected communities. Its overarching objective is to strengthen accountability to affected people, advance digitalization, and provide a framework for effective CFM partnerships with governments and other humanitarian actors.
To advance this work, the Field Monitoring Unit (PRGM-F), and specifically the CFM team, is seeking a CFM roving officer to support the unit's key activities and Country Offices (CYs) as needed, in the design and implementation of CFMs that meet assurance standards.
The consultant will be expected to:
• Support CYs in designing and implementing CFMs that are in line with corporate standards.
• Support in the development of guidance, tools and materials to support the CFM standardization initiative at the global level.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Provide remote or in-person tailored support to CYs to enhance their CFMs and compliance with global standards.
2. Deploy in response to emergencies or for up to 3-month TDYs to support CFM strengthening initiatives as needed
3. Support CYs in digital onboarding projects by guiding them in mapping out their CFM processes and defining their business requirements in alignment with global standards.
4. Integrate data collection tools (MODA), including script development and visualisation processes (Tableau /Power-BI).
5. Coordinate with the digital CFM Global HQ & CY teams for the implementation and maintenance of CFM digital solutions in SugarCRM.
6. Contribute to the development of guidance material, tools, and templates to support CYs in adopting standardized corporate processes and systems to intake, action and resolve community feedback.
7. Contribute to the development/maintenance, and implementation of a CFM in-emergencies package and lead the full range of field implementation and deployment of the solution.
8. Develop training resources and deliver training sessions for CY & Global HQ audiences as needed to strengthen WFP internal capacity and awareness around CFMs.
9. Conduct high-quality analysis of CFM data and contribute to the generation and dissemination of lessons learned and best practices.
10. Support the development of a theoretical framework to assess the contribution of CFM to better community engagement practices within WFP programming.
11. Support the facilitation of discussion and interpretation workshops with regional stakeholders Incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
12. Other relevant tasks as required.
REQUIRED AND DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
1. Minimum four years of experience in data analysis, monitoring and evaluation, or equivalent are required.
2. Knowledge of key elements and processes of community feedback mechanisms is required.
3. Technical fluency in the use of data visualization tools (Tableau and/or Power-BI) is required.
4. Advance knowledge in the use of Excel is required.
5. Experience working in a humanitarian response in a conflict and/or post-conflict setting is required.
6. Experience in capacity building for different audiences is required.
7. Ability to work with a diverse population of people of different national and cultural backgrounds, particularly valuing respectfulness and inclusively leveraging everyone's talents is required.
8. Demonstrated experience in the use of data collection tools (MODA and/or Kobo Toolbox) is an asset.
9. Knowledge of qualitative data collection methodologies is an asset.
10. Knowledge of data protection, privacy and governance challenges and best practices is an asset.
11. Willingness and ability to be deployed on short notice for field missions are essential.
12. Technical experience in working with data analysis software, such as SPSS, R, Stata or similar applications is an asset.
13. Familiarity with SugarCRM and/or other third-party or custom tools for the centralised management of beneficiary data is highly desirable.
14. Demonstrated specialised knowledge of thematic protection data is an asset.
15. Experience with WFP organisational structures and data systems is desirable.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in International Affairs, Economics, Social Sciences, information management, statistics (or other relevant fields), or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English and French/Arabic (level C) is required. Knowledge of additional official UN language (Chinese, Russian, and Spanish) or Portuguese (one of WFP’s working languages) is an asset.
