UGL Transport are looking for a Pre-Contracts Manager - this role can be based in Sydney, Melbourne or Brisbane and this role will be working across a number of different projects/contracts
Key Responsibilities
As Pre-Contracts Manager you will report to the Senior Commercial Manager and work closely with bid and legal teams to support conversion of tendering opportunities by: - Lead the development of commercial deliverables for submission of expression of interests and tender ensuring they are competitive, accurate, and profitable; - ensure tender submissions align with UGLT policies, including conducting risk assessments of contract terms and conditions; - Input into commercial advice and recommendations to bid and senior management teams; - Develop procurement strategies for subcontract packages and negotiating terms; - Negotiating contract terms, conditions, and departures with clients, JV partners, and key subcontractor packages.
Qualifications and Skills
5+ years of proven, extensive experience in contracts management, specifically within pre-contracts/bidding. Degree in Quantity Surveying, Law, Construction Management, or Business. Strong negotiation skills, deep understanding of contracts, and the ability to influence stakeholders.

UGL Regional Linx was established in 2021, after parent company, UGL Limited was selected to deliver operations and maintenance of rail infrastructure for the Country Regional Network (CRN). This network ensures the safe movement of people and goods throughout the regions of NSW, and links Sydney with many important regional centres.
UGL Regional Linx commenced operations on January 30 2022 and works on behalf of the client, Transport for NSW (TfNSW) and will be responsible for managing an important network of assets. As part of its operation, UGL Regional Linx’s scope of work includes:
• Network operations
• Rail infrastructure maintenance and implementation of a new train control system - UGL’s proprietary system, Sigview.
• Asset and property management, and
• Safety, access, performance, and environmental management.
UGL Regional Linx has made a strong commitment to local and indigenous employment, further strengthening the organisation’s commitment to regional NSW. As part of its operations, UGL Regional Linx established its head office and Network Control Centre in the heart of the Central West, Orange, NSW.
The CRN network includes:
• 2,386 route kilometres of operational passenger and freight rail lines, including 996 km of branch line track used predominantly for haulage of grain, with lower mass and speed limits than other parts of the network
• 3,139 route kilometres of non-operational lines
• 27,000 hectares of land and infrastructure
• 1,312 level crossings (300 active)
• 1,200 property assets (including 356 heritage sites)
• 600 rail under bridges and 384 road overbridges
The CRN is a crucial piece of infrastructure to regional NSW and UGL Regional Linx is committed to ensure that it delivers for all customers, from rail passengers to farmers and industry.
