Position Summary
The Resource Parent Support Worker is responsible for providing support services to foster, kinship, and resource families through certification, recertification, case management, crisis intervention, placement support, and ongoing monitoring activities. This position assists caregivers in maintaining compliance with child welfare regulations and supports children and families through service coordination and resource development. This position contributes to ASCI’s mission by strengthening resource families, promoting placement stability, and supporting safe, nurturing environments for children in care.
Key Responsibilities
Provide a full range of emergency and temporary foster care support services to foster and resource parents Participate in the agency on-call rotation and provide crisis intervention services as needed Conduct certification and recertification activities for kinship and foster parents Complete assessments and monitoring activities for foster, kinship, and resource homes Maintain assigned caseloads in accordance with agency standards Maintain an additional caseload of General Foster Care (GFC) cases in agency-partnered counties Assist with placement activities and provide support to children and caregivers during placement transitions Ensure resource families remain in compliance with Pennsylvania child welfare regulations and agency requirements Interface with service providers to coordinate services and participate in goal-planning and service-planning meetings Prepare monthly progress reports, service plans, and other documentation required by DHS, CUA, the Pennsylvania Department of Human Services, and the agency Transport children as required to support service delivery and placement needs Maintain accurate case records and documentation in accordance with agency policies and regulatory requirements Adhere to all agency and program policies and procedures Perform other duties as assigned

Education
Required: Bachelor’s Degree in Social Work or a related field
Experience
Required: Minimum of one (1) year of direct experience working with children and families in a child-related field Preferred: Experience in foster care, kinship care, child welfare, or family support services

A Second Chance, Inc. (ASCI), is a nonprofit corporation established in 1994. Its mission is to provide a safe, secure and nurturing environment to children in the care of relatives or close family friends—formally called kinship care. ASCI is the largest provider of kinship support services to all of Allegheny County, Pa., where it is also headquartered. ASCI also has contracts in Westmoreland, Fayette, Mercer and Washington counties and a large office in Philadelphia County—where it provides a full range of services to families, youth and children in cooperation with the Department of Human Services (DHS), which considers ASCI the provider of choice for kinship-related services—serving three additional contiguous counties.
As a culturally based tradition within the African-American community, kinship care in the child welfare system is the most respectful way to reduce and eventually eliminate disparities in placements linked to race and ethnicity, across the continuum of service. The use of kinship care spans every culture, and as such, is applicable to every child welfare system. ASCI has formalized this tradition through its programs. Thus, its model is culturally competent and culturally responsive.
ASCI’s unique theory-to-practice model has been recognized nationally by such distinguished organizations as the Urban Institute, Children’s Defense Fund, Casey Family Programs and the Annie E. Casey Foundation. The organization’s January 2019 census suggests, on average, it serves 1,800 children and other members of the triad daily. However, since its founding, it has serviced over 27,000 children, 9,600 kinship caregivers and 30,000 birth parents.
