Brief Job Description:
Project Assistant (PMI-PA), construction project management duties for the life cycle of a renovation, remodeling, or major repair project for the Supported Living Centers and State Hospitals. The Project Manager I - Project Assistant, responsibilities are to provide assistance to project managers (III-V) related to management of construction and renovation projects like monitoring deliverables, including construction milestones and timelines. The PMI-PA will manage relationships with key stakeholders, create and/or collect, and deliver reports on deliverables, construction milestones and timelines to owners representatives. The position will review and advise on changes requested by the project owners, architects and contractors and will consider changes in budget, scope, and completion timelines during the execution of the contract.
Essential Job Functions (EJFs):
Use predefined construction industry reports, drawings, issue logs, and other project documents to coordinate with architects, engineers, specialists, contractors, and HHSC leadership to provide information on individual construction projects. 30%
Reviews and determines that project submissions contain minimally required project information is provided, and that the information meets the terms spelled out in contract and its terms and conditions. 20%
Assist the principal project manager (PM III-Vs) in gathering information from drawings, invoices, project management plans, issue logs, inspection reports and other project documents, and reports that provide information about project cost. 20%
Coordinates the gathering of project information from architectural drawings, engineering reports, on-site inspections, issue logs, meetings notes and compiles key information into standardized reports with and to other state agencies, local cities counties, fire marshal’s or regulators. 10%
Provides standardized HHSC forms, procedure and process documents to architects, engineers, specialists, contractors, and HHSC leadership and staff. 5%
Compiles project information from a wide-variety of project documentation and distributes standardized monthly and quarterly reports providing information about a construction project status report with expenditure and budget information and provides standardized/preformatted reports to HHSC leadership and project management teams, architects, engineers, and construction contractors on the schedule and work completed and whether that work is proceeding consistently with the published scheduled. 5%
Coordinates gathering and blending responses from HHSC and the project management team to requests for project changes from the original project scope, design and engineering plans and building performance specifications. 5%
Assists in completing required documentation to initiate construction projects and create drafts of notices to proceed - obtaining authorization from the appropriate HHSC leadership and personnel (including procurement and contracting services, and HHSC legal). 5%
Knowledge, Skills and Abilities (KSAs):
Knowledge of: project management theories and practices applicable to limited-scope projects; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
Skill in: basic project management monitoring and in the use of a computer and applicable software.
Ability to: exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to prepare reports and charts, to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff.

None required.
Initial Screening Criteria:
- Experience performing administrative/office functions in a project management office for a contractor, owner representative, or an owner. Prefer experience in processing project documentation (submissions, reports, drawings, warranty/preventative maintenance documentation, or issue logs).
- Experience with projects local, state, and federal, healthcare, or non-profit entity is preferred.
- Experience using project management software/tracking databases is preferred.
Additional Information:
Mobile Work: This position will be responsible for managing operational projects across the state of Texas, potential assignment headquarters may be designated at a construction job site or in Austin at the State Office. This position may have an opportunity for mobile work part-time. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters or in Austin. There is no guarantee of permanent mobile work, employees must meet eligibility requirements in accordance with agency policy, and any mobile work options are subject to change. A mobile work employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
