Full job description
Title: Project Monitor Specialist
Location: Anywhere within the United States (Remote)
ICF is seeking a Project Monitor Specialist to support the U.S. Department of Energy (DOE), Office of State and Community Energy Programs (SCEP), Energy Efficiency and Conservation Block Grant (EECBG) Program. The EECBG program provides funding to local governments, states, territories, and Tribes to implement strategies that reduce fossil fuel emissions, reduce total energy use, and improve energy efficiency across the transportation, building, and other sectors.
ICF partners with government, industry, and communities to tackle complex energy and sustainability challenges. In this role, you will support DOE in monitoring grant-funded projects, engaging with award recipients, tracking program performance, and helping ensure successful implementation of energy affordability investments across the country. You will work directly with federal staff, grant recipients, technical assistance providers, and other stakeholders to support program delivery and continuous improvement.
The successful candidate will be comfortable operating in a dynamic, fast-paced environment with competing priorities, evolving program needs, and frequent interaction with federal clients and external stakeholders. This position offers an opportunity to contribute to nationally significant energy initiatives while developing expertise in federal grant management, program implementation, and technical assistance delivery.
What will you be doing
Monitor assigned EECBG projects to ensure project scope, schedule, budget, milestones, and performance objectives are well defined and maintained.
Perform technical evaluations of recipient activities, identify implementation challenges and corrective actions, and recommend refinements to project requirements and execution strategies.
Track recipient progress toward approved milestones, energy savings targets, emissions reduction goals, resilience objectives, and other program performance metrics.
Review recipient reports, deliverables, implementation plans, and supporting documentation for completeness, quality, and consistency with approved scopes of work.
Serve as a primary point of contact for assigned recipients, providing responsive support and guidance regarding implementation, reporting, compliance, and program requirements.
Coordinate with recipients, DOE staff, technical assistance providers, contractors, and other stakeholders to support successful project execution and timely resolution of issues.
Support financial monitoring activities, including tracking obligations, expenditures, cost share, and project budgets against approved award requirements.
Prepare and maintain financial assistance documentation and program records in accordance with DOE policies, federal regulations, and EECBG program requirements.
Develop technical memoranda, briefing materials, presentations, talking points, guidance documents, reports, and other client-ready products that support program implementation and decision-making.
Compile, analyze, and synthesize programmatic, financial, and performance data to support reporting, portfolio management, strategic planning, and continuous program improvement.
Assist with the identification and dissemination of best practices, lessons learned, innovative approaches, and success stories across the EECBG portfolio.
Support recipient engagement activities, including meetings, workshops, webinars, trainings, conferences, and technical assistance sessions.
Coordinate across multiple assignments and stakeholders to support high-quality, on-time project delivery.
Maintain accurate and timely information in DOE systems and databases and support audits, reviews, evaluations, and data calls as required.
Contribute to a collaborative team environment by supporting project leadership, sharing knowledge, and helping advance program objectives.
Minimum Qualifications
Bachelor's degree in engineering, environmental science, environmental studies, sustainability, public policy, public administration, business administration, energy management, or a related discipline (four [4] years of additional relevant experience may substitute for a degree), plus a minimum of four [4] years of relevant professional experience; or a Master's degree may substitute for two [2] years of the required experience.
Familiarity with the Energy Efficiency and Conservation Block Grant (EECBG) Program.
Experience supporting federally funded energy projects.
Experience supporting project management activities involving coordination among clients, stakeholders, subcontractors, and technical teams.
Experience evaluating project performance metrics, including energy or savings.
Familiarity with DOE systems and federal grants management processes.
Experience working in a consulting or professional services environment supporting government clients.
Experience supporting federal, state, local, Tribal, or utility-funded energy, sustainability, environmental, infrastructure, or community development programs.
Experience with the Federal Government, preferably with DOE.
Experience with financial assistance documentation, program administration, or financial tracking systems.
Experience reviewing technical reports, project documentation, deliverables, or performance data.
Experience developing technical reports, presentations, briefing materials, or other professional communications products. Strong analytical and problem-solving skills, including experience compiling and evaluating quantitative and qualitative information. Experience working with Microsoft Office applications, including Excel, Word, PowerPoint, Teams, and SharePoint.
Strong written and verbal communication skills.
Ability to manage multiple priorities and work effectively in a client-service environment.
Ability to work independently while collaborating effectively with project teams and stakeholders.
PMP Certification.
Compensation: Although the posted range below is broader, this position is anticipated to offer a base salary up to $70,615.40. Actual compensation may vary based on the candidate’s location, experience, and other relevant factors.
