The Senior Counsel will serve as a lead legal advisor for product lifecycles, ensuring regulatory excellence and consumer transparency. They will partner with the Brand Marketing team to provide strategic counsel on high-profile campaigns and AI implementation while managing enterprise-level UDAAP compliance frameworks.
Requirements
Candidates must hold a Juris Doctor degree and be an active member of a state bar with at least 4 years of legal experience. Preferred qualifications include expertise in consumer finance laws such as TILA, ECOA, and UDAAP, along with experience in corporate legal environments.
We are seeking a high-impact, creative legal strategist to join our TechReg Legal team. In this critical role, you will not just advise; you will be a strategic architect for our next generation of products and services. You will partner directly with our world-class Brand Marketing team to push the boundaries of what’s possible, ensuring that innovation and consumer transparency go hand-in-hand. Responsibilities of the role include:
Serve as a lead legal advisor on the lifecycle of breakthrough products and services, from initial concept and design through go-to-market rollout, ensuring customer-centricity and regulatory excellence;
Translate complex UDAAP and consumer protection regulations into practical, actionable business strategies that drive growth while safeguarding the brand and the customer;
Act as a trusted partner to the Brand Marketing organization, providing sophisticated counsel on high-profile ad campaigns, cutting-edge AI implementation, and complex vendor negotiations;
Architect and evolve enterprise-level Legal UDAAP frameworks that set the industry standard for compliance and ethical marketing;
Anticipate emerging regulatory trends and provide proactive leadership that ensures Capital One remains a pioneer in consumer protection innovation.
Identifying opportunities for and leading related projects to drive innovation in the consumer protection area; and
Building and maintaining effective working relationships with internal and external stakeholder groups.
A successful candidate will have:
Strong analytical skills, ability to interpret data, and attention to detail
Skills enabling provision of innovative and well-grounded advice that clearly identifies and describes legal risks presented and presents options to mitigate risks that balance regulatory risks and business needs, particularly when the law is unclear;
Ability to think creatively about how to most effectively and efficiently deliver legal advice and improve current processes, individually and as a team;
Excellent verbal and written communication skills with the ability to influence others;
Ability to work effectively in a rapid change environment, with minimal supervision, while managing large volumes of work including complex legal issues that may arise suddenly;
Demonstrated ability and desire to be a team player, who fosters meaningful relationships with colleagues and clients, and is seen as a trusted advisor and critical business partner;
Intellectual curiosity, a desire to learn new areas of law, and an interest and an ability to analyze and interpret laws, regulations, and other source documents covering many different areas of the law; and
Strong interest and proficiency in the use of modern technology, and with strong analytical, organizational, and prioritization skills.
Basic Qualifications:
Juris Doctor from an accredited law school
Active member in good standing of at least one state bar
At least 4 years of experience as an attorney in a law firm, in-house legal department, or government agency
Preferred Qualifications:
2+ years of counsel or compliance experience with consumer finance laws, regulations, and disclosures, especially marketing and UDAAP/UDAP laws and regulations
In-house, corporate legal experience
A thorough knowledge of consumer protection laws, including TILA, TISA, ECOA, UDAAP, FCRA, FDCPA, SCRA, Dodd-Frank Act, and other accompanying regulatory consumer lending regulations
Financial services industry knowledge and expertise, including experience with business and/or consumer regulatory requirements relating to auto loans, credit cards, lines of credit, loans, and other banking products and services
Experience counseling clients on digital initiatives and/or innovation
Experience with Google Workspace

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $200,700 - $229,100 for Sr. Manager, Sr. CounselRichmond, VA: $182,500 - $208,300 for Sr. Manager, Sr. Counsel
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
