Position Summary
The Consumer Asset Manager is responsible for the administration, safeguarding, stewardship, compliance, and oversight of financial resources and assets entrusted to Developmental Enterprises Corporation (DEC) on behalf of the individuals it supports. This position administers DEC's Individual Funds Program, including Representative Payee services, consumer trust funds, HUD housing financial administration, and related fiduciary responsibilities while ensuring compliance with Social Security Administration (SSA), HUD, federal and state regulations, and organizational financial policies.
The Consumer Asset Manager serves as the primary resource for the management of individual financial accounts, housing-related financial obligations, and regulatory reporting, ensuring the highest level of fiscal integrity, accountability, and service.
Essential Duties and Responsibilities
Individual Funds Administration
Administer individual trust fund accounts in accordance with organizational policies and regulatory requirements.
Process and monitor individual expenses, petty cash, and authorized disbursements.
Process rent, room and board, and other approved financial obligations.
Post individual payroll earnings and other deposits into financial accounts.
Prepare checks and electronic payments for authorized expenditures.
Load, reconcile, and monitor PEX cards and other payment methods.
Process bank deposits and reconcile individual financial accounts and bank statements.
Monitor and reconcile special funds requests.
Maintain accurate financial records using Provider Pro and other applicable systems.
Representative Payee Administration
Administer Representative Payee services for individuals receiving Social Security benefits.
Manage SSI, SSP, and other benefit deposits.
Complete annual Representative Payee Reports and required Social Security documentation.
Coordinate Representative Payee changes and communications with the Social Security Administration.
Complete Social Security recertifications and maintain required supporting documentation.
HUD and Housing Administration
Administer HUD-related financial activities for individuals receiving housing assistance.
Prepare and submit monthly Housing Assistance Payment (HAP) vouchers and required reporting.
Complete annual HUD recertifications.
Certify HUD leases and complete Section 8 reporting requirements.
Maintain complete and accurate HUD files in compliance with federal regulations.
Coordinate with Community Residential Directors and other departments to obtain required documentation.
Compliance and Financial Controls
Ensure compliance with Social Security Administration, HUD, federal, state, and organizational requirements.
Maintain complete trust fund, financial, and housing files.
Ensure all internal controls are followed, documented, and maintained.
Prepare client tax documentation as required.
Maintain financial records in an audit-ready manner and assist with internal and external audits.
Identify and recommend process improvements that strengthen internal controls, regulatory compliance, and operational efficiency.
Collaboration and Customer Service
Serve as the primary point of contact regarding individual financial accounts and related inquiries.
Collaborate with the Controller, Community Residential Directors, government agencies, financial institutions, and other internal departments.
Provide exceptional customer service to individuals, families, guardians, and external partners while maintaining confidentiality and professionalism.
Knowledge, Skills, and Abilities
Knowledge of fiduciary responsibilities and financial stewardship.
Knowledge of Social Security Administration Representative Payee requirements.
Knowledge of HUD and Section 8 housing regulations.
Knowledge of accounting principles, account reconciliation, and financial recordkeeping.
Ability to maintain confidential financial information with accuracy and integrity.
Strong analytical, organizational, and problem-solving skills.
Excellent verbal and written communication skills.
Proficiency with Microsoft Office Suite, financial software, and database systems; experience with Provider Pro preferred.
Ability to manage multiple priorities while meeting deadlines and maintaining regulatory compliance.
Qualifications
Associate's degree in Accounting, Finance, Business Administration, Human Services, or a related field; equivalent education and experience may be considered.
Three (3) years of progressively responsible experience in accounting, financial administration, fiduciary services, Representative Payee administration, or a related field.
Experience maintaining confidential financial records and performing account reconciliations.
Valid driver's license and the ability to meet DEC's driving requirements.
Preferred Qualifications
Bachelor's degree in Accounting, Finance, Business Administration, Human Services, or a related field.
Experience with Representative Payee programs.
Experience administering HUD or Section 8 housing requirements.
Experience in nonprofit or human services organizations.
Experience with Provider Pro or similar case management and financial software.
Working Conditions
This position primarily works in an office environment and requires prolonged periods of sitting, computer use, and occasional lifting of files or office materials up to 20 pounds. The position may require occasional travel to agency locations, financial institutions, or government offices.
Onsite - Monday thru Friday, 8:00a to 4:00p or 7:30a to 3:30p
