Job Summary:
Western Midstream Partners (WES) is seeking a qualified individual to join the Remote Operations Center (ROC) control room to lead a team of Pipeline Controllers monitoring assigned WES pipeline, gathering, and facility assets while ensuring compliance with policies, procedures, and standards. The Foreman is essential to better integrate with other departments in coordinated activities for new customers, new facility equipment, and new policies and procedures as the group evolves, ensuring best-in-class customer support and interaction.
*This role will office out of the assigned ROC location in The Woodlands, TX, and report to the ROC Superintendent
Responsibilities:
Lead communication and troubleshooting between WES and third-party customers for elevated customer impacts and other process issues, including operational issues/concerns, project planning/coordination, and upset event coordination — ensuring a smooth, safe response, timely and accurate information sharing, and transfer of lessons learned across functional groups to provide best-in-class support.
Develop training criteria to drive competencies and standards within the department.
Manage direct reports' schedules, training, travel, and time off to maintain WES's high standards while ensuring work-life balance for the workforce.
Lead a team of Pipeline Controllers.
Ensure control room maintenance activities are occurring in a timely manner.
Coordinate alarm management activities.
Set training curriculum and mentor Pipeline Controllers.
Work with project teams to ensure new training and procedure development is aligned with projects.
Coordinate annual procedure review.
Serve as a team participant in customer production coordination.
Assign tactical work activities for board operators.
Ensure daily and weekly reports are complete.
Ensure the competency of Pipeline Controllers
Coordinate cross-training of Pipeline Controllers.
Coordinate cross-training with field personnel.
Ensure incident response procedures are upheld in the control room.
Provide escalated event and emergency response for mid-level events; maintain Operator Qualified seats for PTO coverage as needed.
Lead or contribute to special projects including, but not limited to, alarm rationalization, high-performance HMI development, report automation, dashboard/KPI development, and incident workflow/notification system improvements.
Qualifications:
7+ years of relevant experience as an operator in a Midstream control room setting.
Experience leading a team of full-time, part-time, or contract employees.
Strong technical experience with midstream operations, such as high-volume well connects, gathering pipeline projects, and field gathering facilities including compressor stations, pump stations, and saltwater disposal facilities.
Sound understanding of E&P facility operations.
Familiarity with high-performance HMI and alarm management practices.
Must be able to work effectively with Engineers, IT, HSE&S, Commercial, Marketing, and Operations personnel.
Must be self-motivated and able to work both collaboratively and independently.
Strong initiative to work efficiently with accurate results.
Comfortable developing structure where gaps may exist.
Sound leadership practices.
Knowledge and experience in SCADA and Data Historian tools and applications such as Cygnet, Ignition, OSIsoft PI, and SEEQ.
Familiar with regulated, PHMSA-compliant control room operations as required by 49 CFR 192.631 and 195.446, and recommended practices outlined in API RP 1165, 1167, and 1168.
Proficiency with standard Microsoft Office software such as Project, Excel, Word, and PowerPoint.
Education:
Bachelor of Science degree preferred. An equivalent combination of education and demonstrated operational experience will be considered.
Relocation:
This position is not eligible for relocation.
Travel Requirements:
The percentage of travel required for this position is 0-5%.
Work Schedule:
This position follows a hybrid schedule working in office Monday, Tuesday, Thursday and working remote Wednesday and Friday. Monday-Thursday are 9 hours and Fridays are 4 hours.
