UPMC Health Plan has an exciting opportunity for a Program Manager HP OPD position in the Business Performance Improvement department. This is a full-time, hybrid position consisting of working from home and in office. In office days are Monday, Wednesday, and Thursday.
This role is responsible for leading, planning, developing, and implementing high-priority, enterprise-level programs across multiple business units and executive stakeholders. The Program Manager provides clear direction, governance, and accountability for Senior Project Managers and Project Managers while ensuring alignment to strategic objectives, financial performance, and measurable return on investment (ROI). This position operates as a trusted advisor to executive stakeholders, translating strategic intent into executable programs with defined outcomes, proactive risk management, and disciplined delivery. The role defines program metrics in partnership with business leaders, drives integration across initiatives, and ensures delivery of enhanced business value through structured governance, cross-functional alignment, and consistent execution.

This position plays a critical role in enabling successful execution of enterprise initiatives by improving delivery predictability, strengthening cross-functional alignment, reducing risk and cost variance, ensuring measurable business outcomes, and driving continued PMO maturity and scalability.
Responsibilities:
Ensure accuracy and integrity of program information through business case validation, testing, and verification against business requirements and expected outcomes.
Partner with cross-functional leaders to drive efficiencies through integration of multiple projects, operational processes, and enterprise initiatives.
Establish and enforce standardized program governance, financial discipline, and performance metrics to improve predictability, accountability, and delivery consistency across the PMO.
Demonstrate enterprise-level business acumen by translating strategic objectives into measurable program outcomes aligned to ROI, value realization, and long-term business impact.
Act as a trusted advisor to executive stakeholders, providing clear, data-driven insight, proactive risk identification, and decisive recommendations that influence prioritization and portfolio direction.
Drive organizational maturity through development and refinement of program management processes, standards, and governance models to improve scalability and execution effectiveness.
Reduce variation across projects and programs through continuous improvement methodologies (Agile, Lean, Six Sigma, etc.) to maximize performance and ROI.
Identify trends, risks, and opportunities across departments and portfolios, converting insights into actionable program enhancements.
Develop and maintain comprehensive program plans to ensure business readiness, utilizing standardized PMO methodologies, tools, and reporting frameworks.
Provide concise, executive-ready status reporting, clearly communicating progress, risks, dependencies, and recommended actions.
Lead program teams in resolving complex issues, facilitating decision-making, and escalating risks with mitigation strategies and business impact analysis.
Drive cross-functional change management strategies to ensure stakeholder alignment, adoption, and sustained value realization.
Collaborate with business owners to define program scope, objectives, deliverables, and success criteria aligned to enterprise strategy.
Define and monitor program success metrics using quantitative and qualitative measures and ensure achievement of intended outcomes.
Validate program performance upon completion to confirm delivery of expected business value and ROI.
Support execution of Operations Division and broader enterprise priorities through disciplined program delivery.
Agile Technical Responsibilities:
Working knowledge of Scaled Agile Framework (SAFe) with strong hands-on experience in Agile program management, including Scrum, PI Planning, sprint execution, and backlog refinement; proven ability to coach teams and stakeholders to drive enterprise Agile adoption and delivery alignment.
Advanced proficiency in Microsoft Office and enterprise collaboration tools (Excel, PowerPoint, Project, Visio, and Teams) to support executive reporting, financial tracking, planning, and visualization development.
Strong proficiency in Power BI to build and maintain dashboards, KPIs, and data-driven insights that enable transparency and informed decision-making.
Experience with Azure DevOps (or equivalent tools) to manage backlogs, track delivery progress, support Agile execution, and ensure visibility across programs.
Proficient use of SharePoint to organize program documentation, enable centralized information sharing, and support governance and collaboration across teams.
Bachelor's Degree. Major in engineering, business, mathematics, statistics, health care, management, or related field.
Master's degree preferred. (extensive related - 4+yrs - experience will be considered).
7 years of operations experience (6 of which in a Project Management capacity) required.
PMI's PMP Certification or successful completion in the uLearn Project Management Training series required.
Two years of leadership experience preferred.
Strong management, problem solving, organizational, and communication skills (oral and written) are required.
Excellent Project and Program Management skills.
Ability to effectively manage program business value, scope, time, cost, quality, people, communication, risk, procurement & vendors, and stakeholders.
Excellent computer skills required, including Access, Excel, Word, Microsoft Project, and other pertinent software applications.
Experience in health care insurance or health care industry preferred.
Ability to manage synergies across multiple business initiatives and projects for optimum value.
Lead, mentor and train project managers.
Licensure, Certifications, and Clearances:
PMI's PMP Certification required or completion of UPMC Health Plan PM Certification within one year from date of hire.
Lean Six Sigma Certification required within one year from date of hire or starting this position.
