Assist the District Section Engineer in providing management, leadership and direction for assigned engineering section. Assist in planning, organizing and monitoring project activities. Assist in providing fiscal management and technical guidance on a wide variety of transportation projects. Train and develop team members. Provide leadership and management oversight for the District Structure and Bridge Safety Inspection Program in accordance with National Bridge Inspection Standards, AASHTO requirements and VDOT policies and procedures. Oversee preparation of inspection reports and documentation and on-going maintenance of the District bridge inventory. Oversee or perform load-rating analyses. Oversee coordination and quality assurance for the inspection programs of municipalities and other external parties. Monitor letters of agreement and contract compliance for inspections performed by consultants. Provide technical guidance on structural repairs and rehabilitation to Structure and Bridge staff and to District and Residency management as needed. Manage subordinate staff, budgets, and other business matters related to the Safety Inspection program. Assist the District Bridge Engineer with management of the Section.
How you will contribute:
Communications: Communicate with staff, public and other VDOT employees on a variety of engineering related issues. Respond to stakeholder inquiries and participate in stakeholder meetings as necessary.
Customer Service: Provide excellent customer service in response to citizen inquiries and concerns.
District Bridge Inventory: Oversee district bridge inventory and other structure inventories. Manage review of all inspection reports and documentation. Utilize Bridge Management System, PONTIS, to develop priorities and prepare recommendations for the repair, rehabilitation and strengthening of structures.
Engineering Budget Oversight: Develop, manage and monitor budgets for assigned program areas including staff, equipment, projects, etc. Monitor expenditures and status of allocations. Ensure financial metrics are met.
Engineering Reviews: Perform detailed, technical engineering reviews on a variety of documents and projects and do so as responsible charge engineer as required. Formulate and document recommendations and make presentations on findings.
Manage Business Processes: Identify annual workload, develop a work plan and budget to effectively employ available personnel and consultants and derive performance objectives. Monitor spending against budget and adjust as necessary to achieve budget goals. Perform other administrative duties required of the position and assist the District Bridge Engineer with management of the work unit as directed.
Manage Consultant Contracts: Oversee and review preparation of cost estimates and scope of work, negotiate fees, and review Letters of Agreement. Monitor progress of work, conduct quality assurance reviews, assure compliance with letters of agreement and contract terms. Evaluate consultant performance. Oversee review of consultant invoices, resolution of billing issues, and approval of payments.
Project Coordination: Represent VDOT when meeting with outside entities to include resolving issues of public concern. Work with district and residency staff to communicate all project issues and work as a team member and leader to resolve problems. Coordinate with stakeholders to meet established project performance measures.
Project Management and Documentation: Organize work unit and assign workload. Monitor workload assignments so tasks are completed in support of VDOT programs. Manage time and adjust priorities of tasks. Responsible for the delivery of projects on time and within budget.
Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
SB Load Ratings: Manage or perform load ratings in accordance with AASHTO and VDOT policies to determine the carrying capacity of each structure. Perform quality assurance and quality control of all load ratings prepared by consultants. Post structures based on outcome of load rating in accordance with VDOT policies.
SB Safety Inspections: Manage all structure and bridge safety inspections in compliance with NBIS, AASHTO and VDOT requirements. Oversee or conduct emergency inspections and provide prompt assessment of damage. Manage final construction acceptance inspections. Monitor safety inspections conducted by cities and localities and private owners. Perform quality assurance and quality control reviews of all inspections. Establish District work processes and practices for inspections. Provide technical training, guidance and direction to the VDOT inspection staff.
Staff Training and Development: Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.

Knowledge of state and federal laws and regulations related to transportation engineering.
Knowledge of structural engineering design principles and practices and bridge construction maintenance, repair, and rehabilitation methods, materials and procedures.
Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development.
Skill in in the calculation of load ratings for simple and complex bridges.
Skill in the use of PC's including MS Office and software applications related to structural engineering and safety inspection.
Skill in the use of computers and web based applications to include engineering software.
Skilled in project scheduling and project management.
Minimum Qualifications:
Comprehensive knowledge of NBIS, AASHTO and VDOT specifications, standards and policies related to safety inspection of structures and bridges.
Degree in Civil Engineering, Structural Engineering or related field.
Experience conducting and supervising safety inspection of structures and bridges, and ability to use all required equipment.
Knowledge of management principles, policies and practices related to budgeting, staff supervision, procurement and contracts, and business administration.
Knowledge of structure and bridge maintenance, repair and rehabilitation methods, procedures and materials.
Skill in performing structural load ratings of simple and complex structures. and assessing criticality of structure conditions.
Skill in the use of PC's including MS Office and software applications related to structural engineering and safety inspection.
Successful completion of an FHWA-approved comprehensive bridge inspection training course.
Valid Professional Engineer's license.
Valid driver's license.
