The Opportunity
Council is seeking a highly skilled Early Years Quality Assurance Lead to provide specialist oversight of compliance, safeguarding and governance across Council-operated Early Years services.
This senior role is responsible for ensuring services consistently meet all legislative, regulatory and funding obligations, including the Education and Care Services National Law and Regulations, National Quality Standard and Victorian Child Safe Standards. You will play a key role in strengthening organisational systems, and reducing compliance and safeguarding risk across the Early Years portfolio.
Working in partnership with Early Years leaders and the Family and Children’s Services team, you will lead the review, refinement and monitoring of compliance systems, frameworks and quality assurance processes. You will analyse service data, identify emerging risks and provide clear, evidence-based advice to support effective decision-making and continuous improvement.
This role is central to building strong governance foundations, enhancing child safety practices and ensuring Council maintains high standards of quality, accountability and regulatory compliance across all Early Years services.
Key Responsibilities
Provide specialist advice on legislative, regulatory and child safety compliance requirements.
Lead assurance activities including audits, reviews, monitoring and regulatory preparedness.
Contribute to the investigation of incidents, complaints and system issues, and oversee the analysis of underlying causes and corrective actions.
Design, implement and refine compliance systems, frameworks, policies and operational guidance.
Interpret and analyse compliance and performance data to identify risks and improvement priorities.
Develop high-level reporting and briefings for senior leadership and governance bodies.
Strengthen safeguarding practices and support a proactive child-safe culture.
Support capability development through coaching, guidance and knowledge sharing with Early Years leaders and staff.
Skills & Experience
The successful applicant will bring substantial experience in Early Years compliance, quality assurance or regulatory governance within a complex service environment. You will have strong working knowledge of relevant Early Childhood legislation, the National Quality Framework and Child Safe Standards, with the ability to translate regulatory requirements into practical operational systems.
You will demonstrate strong analytical capability, sound professional judgement and confidence in identifying and managing risk. Well-developed communication and influencing skills are essential, along with the ability to support others, build understanding and promote consistent, high-quality practice across diverse teams.
