The Consumer Affairs and Local Government group

Consumer Affairs and Local Government is responsible for policy development, regulatory design and administration, system and program design, and the delivery of services in the best interest of Victorians. The work of the group spans across both the Consumer Affairs and Local Government ministerial portfolios.

Consumer Affairs and Local Government works together to identify strategic priorities, drive system and regulatory reform and coordinate our department’s emergency management responsibilities to improve practical outcomes for the community.

About the role

Senior Analysts within the Intelligence branch undertake and lead a range of data and information analysis tasks and projects, with the objective of producing high quality intelligence outputs to further support CAV’s strategic and operational needs under limited direction. Senior Analysts use and draw on their intelligence capabilities to identify and analyse emerging threats, opportunities, patterns, and trends, as well as root causes and possible compliance and enforcement approaches. Senior Analysts work collaboratively with the team to ensure quality assurance across intelligence related tasking and promote the dissemination of high-quality intelligence outputs.

Key Accountabilities

1. Undertake data and information analysis to produce high quality tactical, operational, and strategic intelligence products to inform compliance decision making, and operational policy and planning within CAV.
2. Contribute to environmental scanning efforts and produce complex risk-based analyses and reports on current and emerging market issues, business conduct issues, and specific compliance issues.
3. Undertake the production of operational and tactical intelligence to support CAV initiated compliance and enforcement activities and outcomes.
4. Contribute to positive working relationships with internal and external stakeholders, to promote information sharing and support the continuous improvement of intelligence products.
5. Manage information and intelligence projects under limited direction and produce reports and make high quality recommendations for decision making and action.
6. Undertake projects and activities to monitor, review and continuously improve CAV’s intelligence capability, including data and information analysis processes, systems and outputs.
7. Provide support and input to national regulator forums and bodies as required.
8. Work collaboratively with peers to provide peer review and quality assurance for intelligence tasking across the team and contribute to high quality intelligence outputs.

1. Proven experience in performing intelligence duties, including preparing reports to inform decisions, contributing to environmental scanning, and supporting investigations.

1. Demonstrated knowledge of contemporary intelligence principles and practices.
2. Relevant experience working in a regulatory setting is desirable.
3. Tertiary qualifications in intelligence is desirable.

Occupational health and safety responsibilities

Managers are responsible for the day-to-day implementation of OHS programs in their designated workplace, which includes the following areas as detailed Section 21 of the Occupational Health and Safety Act 2004:

• induction, instruction, training, and supervision of employees and contractors
