Kent is looking for a HSSE Manager, based in KSA (Riyadh) with 10+ years experience in KSA?GCC.
The HSSE Manager is accountable for the leadership, development, implementation and assurance of all Health, Safety, Security and Environmental (HSSE) requirements for the MorGen Project.
The role has contractual responsibility to ensure that HSSE arrangements across the Project are fully compliant with the MorGen EPCM Scope of Services, applicable KSA/GCC legislation and regulatory requirements, including the Construction (Design and Management) Regulations 2015, as well as Client and Impala Terminal HSSE standards.
Acting on behalf of the EPCM Contractor, the HSSE Manager provides governance, oversight and assurance to ensure HSSE risks are effectively identified, controlled and managed. The role covers all phases of the Project lifecycle, including engineering, construction and mechanical completion, and requires close collaboration with the Client, Project Management, EPCM teams and Works Contractors.
Skills and Responsibilities: Responsibilities:
Establish, implement and maintain the Project HSSE governance framework on behalf of the EPCM Contractor, ensuring full alignment with contractual, legal, Client and Kent HSSE requirements.
Ensure the Client’s statutory duties under the KSA/GCC Construction (Design and Management) Regulations 2015 are effectively discharged through the EPCM and Works Contractors.
Lead the development, implementation and ongoing maintenance of the Project HSSE Plan and Construction HSSE Plan, working collaboratively with Works Contractors and stakeholders.
Provide visible HSSE leadership, promoting a strong safety culture and demonstrating management commitment to preventing harm to people, the environment and surrounding communities.
Assure that all Works Contractors, acting as Principal Contractors, implement compliant HSSE management systems, Construction Phase Plans, RAMS, permit-to-work systems and emergency arrangements.
Develop, implement and maintain a robust HSSE Management System aligned with ISO 45001 and ISO 14001 (or equivalent), ensuring systematic risk control, legal compliance and continuous improvement.
Ensure all construction and operational activities are supported by approved RAMS and that work is only undertaken by competent personnel under suitable permits and controls.
Apply the hierarchy of risk control to eliminate or reduce risk so far as reasonably practicable and manage residual risks effectively.
Oversee lifting operations, plant and equipment management, ensuring approved plans, competent supervision, inspection, testing and certification.
Define HSSE-critical roles, competency requirements and training needs; assess competence and implement actions to address identified gaps.
Ensure mandatory HSSE induction and ongoing awareness training for all personnel and visitors.
Establish and manage incident reporting, investigation and learning processes, ensuring timely notifications in accordance with MorGen requirements and statutory obligations including RIDDOR.
Lead or oversee incident investigations, ensuring identification of root causes, tracking of corrective actions and dissemination of lessons learned.
Plan, conduct and participate in HSSE audits, inspections, reviews and assurance activities; monitor and report HSSE performance, trends and indicators.
Ensure suitable welfare facilities, environmental protection measures, waste management arrangements and emergency preparedness arrangements are established and maintained.
Exercise authority to stop work where unacceptable HSSE risk exists and escalate issues to Project and Client leadership as required.
In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.
Your knowledge/skills, education, and experience: Knowledge/ Qualification/ Training/ Certification:
Comprehensive knowledge of KSA/GCC health, safety and environmental legislation, including CDM Regulations 2015 and construction HSSE requirements.
Minimum 10 years HSSE experience, including at least 5 years in senior HSSE leadership roles on construction or EPCM projects.
NEBOSH National Diploma in Occupational Health & Safety OR equivalent Level 6/7 qualification (NVQ Level 6/7, BSc/MSc in Health & Safety).
Member of Graduate or Chartered IOSH status (GradIOSH / CMIOSH strongly preferred).
Demonstrable competence in KSA/GCC CDM 2015 Regulations and construction HSSE management.
Strong understanding of EPCM delivery models, contractor management and HSSE assurance in complex, multi-contractor environments.
Proven ability to develop and implement HSSE management systems aligned with recognised international standards (ISO 45001 / ISO 14001).
Demonstrated leadership skills with the ability to influence senior stakeholders, contractors and multidisciplinary teams.
Strong risk management capability, including application of the hierarchy of controls and control-of-work systems.
Competence in incident investigation methodologies, performance monitoring and continuous improvement processes.
Effective communication, coaching and engagement skills, with the credibility to challenge unsafe behaviours and practices.
