Job Summary
The Manager, Futures Regulatory Compliance will support the firm’s futures and derivatives compliance program, with primary responsibility for regulatory inquiries, examinations, licensing and membership initiatives, and related compliance coordination.
The successful candidate must possess significant hands-on experience within a futures commission merchant (FCM), futures clearing organization, exchange, regulator, or similarly regulated derivatives environment, with deep knowledge of CFTC, NFA, and applicable exchange requirements.
This role will serve as a key point of contact for matters involving the CFTC, NFA, CME Group, and other applicable futures exchanges and self-regulatory organizations. The Manager will coordinate regulatory responses, support examination readiness, maintain required documentation, and partner with Compliance, Futures Operations, Risk, Technology, Finance, Legal, AML, and business teams to address futures regulatory obligations.
Key Responsibilities: Futures Regulatory Examinations and Investigations
Serve as a primary Compliance coordinator and subject matter expert for regulatory examinations, audits, investigations, and information requests involving the firm’s futures business, including matters involving the CFTC, NFA, CME Group and other applicable exchanges and regulatory authorities.
Lead and coordinate responses to routine examinations, investigations, inquiries, targeted reviews, and regulatory information requests involving futures activities.
Manage regulatory requests involving futures trading, clearing, customer accounts, margin, collateral, segregation, supervisory controls, books and records, and related operational activity.
Coordinate information gathering across Compliance, Futures Operations, Risk, Technology, Finance, Legal, and business units to ensure complete, accurate, and timely regulatory responses.
Maintain examination logs, regulatory correspondence, document repositories, response trackers, and supporting records.
Prepare and coordinate management responses, remediation plans, and corrective action initiatives resulting from regulatory examinations, findings, or identified control deficiencies.
Conduct and support internal investigations involving potential violations of CFTC, NFA, exchange, or firm requirements.
Provide regular updates to the Chief Compliance Officer and senior management regarding regulatory matters, examination findings, emerging risks, and remediation efforts.
Futures Clearing and Operations Compliance Oversight
Provide compliance oversight, guidance, and regulatory interpretation for the firm’s futures clearing and operational activities.
Maintain a comprehensive understanding of the futures trade lifecycle, including order entry, execution, clearing, settlement, position management, margin, collateral, and reconciliation processes.
Provide compliance guidance regarding customer and proprietary futures accounts, margin requirements, position management, account activity, and operational controls.
Maintain strong knowledge of applicable customer protection, segregation, secured amount, and residual interest requirements.
Partner with Futures Operations, Risk, Finance, and Technology to identify regulatory and operational risks and enhance related controls.
Review and assess futures-related operational processes, supervisory controls, exception management, and escalation procedures.
Participate in new product reviews, new market or exchange connectivity initiatives, operational changes, and regulatory change projects affecting the futures business.
Support compliance oversight of clearing relationships, carrying arrangements, omnibus accounts, and other futures-related third-party or affiliate relationships, as applicable.
Futures Trade Surveillance and Market Conduct
Maintain comprehensive knowledge of futures market conduct requirements and surveillance expectations.
Partner with Trade Surveillance and Compliance personnel in evaluating futures trading activity for potential manipulative, disruptive, or otherwise prohibited conduct.
Provide subject matter expertise regarding futures order and trade activity, including order lifecycle analysis and trading patterns requiring regulatory review.
Support investigations involving potential spoofing, layering, wash trading, prearranged trading, disruptive trading practices, position limit concerns, or other potential market conduct violations.
Assist with regulatory inquiries and investigations involving futures orders, executions, positions, customer activity, and surveillance alerts.
Partner with Technology and surveillance personnel to assess the effectiveness of futures surveillance scenarios, escalation processes, and supporting controls.
Monitor developments in futures market conduct regulation and exchange enforcement priorities and recommend enhancements to the firm’s surveillance and supervisory framework.
CFTC, NFA and Exchange Regulatory Compliance
Maintain current knowledge of CFTC regulations, NFA rules and interpretive notices, and applicable futures exchange rules.
Monitor regulatory developments affecting FCMs, futures clearing, derivatives trading, and customer protection requirements and assess their impact on the firm.
Provide guidance regarding implementation of new or amended futures regulatory requirements.
Assist in maintaining policies, supervisory procedures, compliance manuals, and control frameworks applicable to futures activities.
Participate in futures-related risk assessments, compliance testing, and control reviews.
Identify regulatory gaps or emerging risks and work with relevant stakeholders to develop appropriate remediation or control enhancements.
Financial Crimes and Customer Compliance
Maintain a strong understanding of Anti-Money Laundering and financial crimes requirements as they apply to futures customers and activity.
Partner with AML personnel regarding futures-related customer activity, transaction monitoring, customer due diligence, sanctions considerations, and suspicious activity investigations.
Support regulatory examinations and information requests involving futures customer activity and financial crimes controls.
Assist in identifying potentially suspicious or unusual futures trading or funding activity requiring escalation.
General Compliance Responsibilities
Serve as a futures regulatory subject matter expert within the Compliance Department.
Assist in the development and maintenance of Written Supervisory Procedures, compliance policies, and futures-specific supervisory controls.
Participate in enterprise and business-level compliance risk assessments.
Support implementation of regulatory initiatives and strategic compliance projects.
Develop productive relationships with Futures Operations, Risk, Technology, Finance, Legal, business leadership, affiliated entities, and other control functions.
Provide guidance and training to employees regarding futures regulatory requirements and compliance expectations.
Promote a strong culture of compliance, escalation, and ethical conduct throughout the organization.
Required Experience
5+ years of relevant compliance, regulatory, or supervisory experience, with significant experience supporting futures and derivatives activities.
Significant hands-on experience within an FCM, futures clearing firm, futures exchange, regulatory organization, or financial institution with substantial futures operations.
Demonstrated experience with CFTC, NFA, and/or futures exchange regulatory requirements.
Experience managing or materially supporting regulatory examinations, investigations, audits, or information requests involving futures activities.
Strong understanding of futures clearing and operational processes, including trade lifecycle, margin, collateral, position management, reconciliations, and customer account activity.
Strong knowledge of FCM customer protection and segregation requirements.
Demonstrated understanding of futures trade surveillance, market conduct, and disruptive trading practice requirements.
Experience working in complex, highly regulated financial services environments and coordinating regulatory matters across multiple business and control functions.
