The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Psychologist II. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by fulfilling advanced clinical oversight of diagnostic and functional eligibility reviews, managing fair hearings processes, and providing quality assurance for the Intellectual and Developmental Disabilities Program Eligibility and Support (IDD PES) unit.

This position reports the IDD PES Director and establishes and implements goals, policies, procedures, and performance standards consistent with HHSC’s strategic plan and regulatory requirements. The Psychologist II directs operations of the IDD PES Quality Assurance/Fair Hearings Unit, ensures compliance with operational policies and rules, and monitors area goals and standards. This role provides clinical expertise, technical assistance, and oversight of internal and external stakeholders involved in the Determination of Intellectual Disability (DID) process. This position works under limited supervision, with considerable latitude for the use of independent judgment and initiative.
The IDD PES team is responsible for ensuring eligible Texans are enrolled in programs serving individuals with intellectual and/or developmental disabilities. These programs include: Home and Community-based Services (HCS), Texas Home Living (TxHmL), Community Living Assistance and Support Services (CLASS), Deaf-Blind with Multiple Disabilities (DBMD), Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Condition (ICF/IID), including State Supported Living Centers (SSLCs), and non-waiver Community First Choice (CFC-NW). IDD PES staff authorize and verify programmatic eligibility for the listed programs. In addition, IDD PES staff process enrollments, transfers, suspensions, and terminations for HCS, TxHmL, CLASS and DBMD, as well as coordinate and attend Fair Hearings.

Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
Manages all aspects of unit, including providing direction, guidance, and oversight of staff activities for successful daily operations. Works with internal and external stakeholders to provide information and technical assistance, identify needs and resolve issues. Informs the department director of activities and emerging issues and proposes and implements remedies. (25%)
Verifies all clinical reviews resulting in a loss of eligibility in compliance with federal, state and agency rules. (25%)
Develops, implements, and maintains weekly productivity and monthly quality assurance reporting to ensure the unit is adhering to established procedures and performance levels. (20%)
Develops, monitors, and maintains fair hearings processes and ensures the current process is documented and adheres to applicable federal, state, and agency policies. (15%)
Represents department in meetings and conferences and facilitates workgroups to lead agency projects as assigned. (15%)
