Astrion has an exciting opportunity for an onsite Senior Program Manager to lead program execution for the Threat Systems Operations and Maintenance Integrated Support (TSOMIS) program supporting the Threat Systems Management Office under PEO STRI.
This role is responsible for managing a complex, multi-site operations and maintenance effort supporting threat systems used in live, virtual, and constructive training environments.
The Senior Program Manager will oversee program performance, site operations, staffing, subcontractor execution, risk management, cost and schedule control, reporting, transition planning, and customer coordination. The role requires a cleared, experienced program leader who can manage mission-critical threat-system operations while maintaining readiness, security, quality, safety, and contract compliance.
TSOMIS support includes the deployment, operation, maintenance, repair, reset, and redeployment of threat systems across multiple domains, including electronic warfare, communications, radar, integrated air defense, cyber, APNT-degraded environments, UAS/C-UAS training support, and related range and training-event operations.
REQUIRED QUALIFICATIONS / SKILLS
U.S. citizenship required with an Active Top Secret clearance.
PMP certification required.
Senior-level program management experience supporting DoD, Army, range operations, test and training, threat systems, electronic warfare, cyber, communications, logistics, sustainment, or complex operations and maintenance programs.
Demonstrated experience leading multi-disciplinary teams across multiple locations.
Experience managing cost, schedule, performance, risk, staffing, subcontractors, deliverables, and customer communications on a government contract.
Experience working directly with government customers, including CORs, contracting officers, government program managers, technical leads, and operational stakeholders.
Strong understanding of task-order execution, IDIQ contract environments, program reporting, performance metrics, staffing plans, and corrective action management.
Ability to manage cleared personnel and support classified program execution in accordance with applicable security requirements.
Ability to travel as needed and support surge requirements tied to training, test, or operational events.
Strong written and verbal communication skills, including the ability to brief senior government and company leadership.
PREFERRED QUALIFICATIONS / SKILLS
Experience supporting PEO STRI, TSMO, ATEC, OTC, EPG, TRADOC, WSMR, Redstone Arsenal, NTC, JRTC, or similar Army test and training organizations.
Experience managing operations and maintenance for threat systems, range systems, EW systems, RF emitters, sensors, communications systems, UAS/C-UAS training environments, cyber ranges, or LVC training infrastructure.
Familiarity with TSOMIS-related systems or mission areas such as threat EW systems, integrated air defense representations, jammers, emitters, commercial cellular threat environments, instrumentation, telemetry, RF propagation, frequency management, and event data collection.
Experience with configuration management, document control, quality control programs, RMF support, software sustainment, safety planning, and government property management.
Experience leading contract transition, including phase-in planning, incumbent workforce capture, staffing readiness, equipment inventory, and continuity of mission support.
Desired Leadership Profile
The ideal candidate is a hands-on senior program leader who can keep a complex threat-systems O&M program moving without losing control of the details. This person should be comfortable managing cleared technical teams, field operators, maintenance personnel, logisticians, engineers, subcontractors, and site leads while staying closely aligned with the customer.
The right leader will bring discipline to execution, communicate clearly, act early on risk, and maintain the readiness mindset required for high-tempo test and training support.
RESPONSIBILITIES
Lead day-to-day program management for TSOMIS execution, including cost, schedule, staffing, performance, risk, quality, and customer reporting.
Manage Site Operator Leads and assigned personnel across TSOMIS locations, including Huntsville/Redstone Arsenal, White Sands Missile Range, and other government-designated CONUS or OCONUS locations.
Serve as the primary program interface with the COR, PCO, Government Program Manager, and other government stakeholders on program status, resource needs, risks, corrective actions, and execution priorities.
Oversee the deployment, operation, maintenance, repair, fueling, inventory, reset, and redeployment of assigned PEO STRI/TSMO threat systems in support of training, test, demonstration, and surge events.
Ensure program teams maintain mission readiness for threat-system operations, including preventive maintenance, corrective maintenance, spares planning, material support, logistics, configuration control, and equipment accountability.
Lead planning and execution for scheduled and unscheduled training or test-event support, including staffing, logistics, readiness reviews, frequency coordination, RF propagation planning, safety coordination, event execution, and post-event recovery.
Develop and maintain program management artifacts, including the Management Plan, Integrated Master Plan, risk register, staffing plans, transition plans, program metrics, status reports, meeting materials, and corrective action plans.
Track contract deliverables and ensure timely submission of required reports, including monthly progress/status reports, material status reports, meeting minutes, technical reports, inspection/test reports, and other CDRL-driven products.
Identify, assess, monitor, and mitigate program risks throughout the contract life cycle, including risks related to staffing, readiness, cost, schedule, subcontractor performance, security, logistics, and mission execution.
Develop and implement corrective action plans when cost, schedule, readiness, quality, or performance deviations occur.
Manage subcontractors and teaming partners, ensuring work is performed in accordance with contract requirements, task-order direction, security requirements, and approved small business or subcontracting plans.
Support Verification, Validation, and Accreditation activities by coordinating program schedules, technical inputs, meeting support, documentation, and execution tracking.
Ensure compliance with applicable security, OPSEC, ITAR/import-export, information assurance, safety, environmental, HAZMAT, property management, and quality requirements.
Maintain program visibility through metrics and analysis that support forward-looking decisions, including readiness, operational availability, staffing, cost performance, risk status, material status, corrective action closure, and event support performance.
Lead transition planning and execution, including staffing ramp, property transfer, document repository setup, equipment status validation, baseline readiness reviews, and continuity of operations.
Represent the program in customer briefings, technical interchange meetings, program reviews, readiness reviews, and internal leadership reviews.
