FLSA: Exempt

HOURS and SCHEDULE:
Monday – Friday, 9:00am to 5:30pm (37.5 hours within five (5) days per week); unless otherwise required or approved by management. Possible weekend and/or after-hours availability, as required
SUPERVISION RECEIVED:
Works under the general supervision of the Program Specialist, Notice Tracking
RESPONSIBILITY FOR PUBLIC CONTACT:
Daily contact requiring courtesy, discretion and sound judgment.
GENERAL DESCRIPTION:
The position is responsible for supporting the Program Specialist of Notice Tracking, collating the URL List and furthering the global notification process for URLs reported to NCMEC as containing sexually abusive images of children. Throughout the notice process this candidate will track statistical data, as well as compile and generate reports that demonstrate the active timeframe of web pages containing sexually abusive images of children. In addition to tracking information relating to servers hosting apparent child pornography, the candidate will alert companies when their servers are hosting apparent child sexual abuse images/videos.
This position will interact with all members of the Exploited Children Division, NCMEC Technology Services, law enforcement and Electronic Service Providers (ESPs) to maximize information flow and data analysis.
This position requires an organized and detail-oriented candidate who excels at hands-on maintenance of day-to-day operations and has a comprehensive understanding of the Internet. In addition, the candidate must possess abstract thinking skills, tenacity and the ability to enhance and deliver on assigned projects of work.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Monitor and review all CyberTipline activity in relation to active URLs containing apparent child sexual abuse material in order to conduct analysis and generate notifications to ESPs. Ensure all notices are sent in a timely fashion.
On a daily basis, review each web page on the URL List made available by NCMEC to participating ESPs.
Interact with international non-governmental entities (e.g., INHOPE) regarding U.S. efforts to curtail transmission of online child sexual abuse material.
Proactively generate relevant statistical analysis and reports regarding status of notifications, trend analysis and active timeframes of web pages containing sexually abusive images of children.
Responsible for supporting global notification efforts in connection with the CyberTipline and NCMEC’s URL Initiative.
Process CyberTipline reports dealing with reported child pornography online.
Review child sexual abuse material submitted to NCMEC’s CyberTipline by Electronic Service Providers for identified children, content and context tagging, victim identification efforts and assistance with survivor services.
Work closely with Industry, including registering companies with the CyberTipline and alerting them when apparent child sexual abuse material content is being hosted on their services.
Maintain strict confidentiality of all law enforcement sensitive and case-related information.
Conduct tours of NCMEC and demonstrations of the work done by the ECD.
Weekend and/or after-hours availability, as required.
Responsible for successful completion of all assigned projects & initiatives.
Communicate with co-workers, management, Law Enforcement officials, and other third parties in a courteous and professional manner.
Promote and exhibit loyalty to the National Center for Missing & Exploited Children and the cause of protecting children worldwide.
Conform with and abide by all regulations, policies, work procedures, and instructions.
EDUCATION AND EXPERIENCE:
Bachelor’s degree required preferably of Computer Science, Criminal Justice or related discipline.
Strong understanding of Domain Name System and proxy web servers, preferred.
Work experience of more than one year.
KNOWLEDGE, SKILLS AND ABILITIES
Must demonstrate strong Internet skills, including Usenet, FTP, P2P, E-mail, SNSs and the World Wide Web. Also, familiarity with tools on the Internet to conduct background research for CyberTipline Reports (e.g., search engines, DNS Lookups, WHOIS, TraceRoutes and other similar applications).
Proficiency in Word, Access and Excel.
