Overview
The Real Property Specialist, Environmental Branch provides real property management support to the Civil Engineering Unit (CEU) Oakland, including acquisitions, disposals, in-grants, and out-grants, along with related support tasks associated with those actions or the management of owned properties. The CEUO staff primarily supports Coast Guard units located on the West Coast and Pacific Area, but this position may also support units in other parts of the United States.
Responsibilities
Develop and recommend policies, plans, budgets, and procedures for accomplishing property acquisition or use to CEUO.
Work with client organizations to identify and administer requirements to obtain real estate use by permit, lease, license, or other method of acquisition. Prepare permits, leases, or licenses for use of CG real property by other government or outside organizations.
Coordinate divestiture actions including transfers, appraisals, and land surveys.
Conduct negotiations with CG tenants, prepare documents for General Services Administration (GSA), and document McKinney Act screening.
Coordinate with private and governmental organizations to resolve problems covered within the terms of licenses, leases, Inter-Service Support Agreements (ISSAs), Memoranda of Agreement (MOAs), Memoranda of Understanding (MOU), or other authorizing documents.
Assist with inventory accountability duties, reviewing real property records for accuracy, updating the real property inventory, completing DD1354 forms, researching and resolving boundary line encroachment issues, and dealing with navigational servitude issues, as well as divestiture work.
Qualifications
Required:
A Bachelor’s degree with 10 years of experience.
At least 5 years of real estate acquisition, leasing, and disposal procedures utilized by the Federal Government, to include:
Acquisitions, including transfers (BRAC-related Title 10 transfers), fee title purchases, leasing (direct and GSA), and other forms of ingranting, including licenses, permits, easements, rights of way/entry, and use agreements.
Property Management, including knowledge of applicable forms and file procedures, legal basis of property rights depending on acquisition method, and encroachment defense. Property management experience must also include outgranting properties
to other entities and particular experience with outgrants of historic lighthouse properties, agricultural leases, and communications tower sites.
Property Disposal/Divestiture Processes, including Title 10 screenings, Federal screenings, McKinney Act screenings, Reports of Excess, specially-legislated transfers, National Historic Lighthouse Preservations Act transfers, Title 10 transfers (out), relinquishment to the Bureau of Land Management (BLM), in-grant terminations, and sales via GSA utilizing the Coast Guard’s housing sale authority.
Experience and familiarity with Federal real property policy and associated laws.
Experience with Federal real property work of the most complex nature. This includes publicly and Congressionally-visible or sensitive projects, time-sensitive and high-value projects, and projects involving environmental/historic preservation concerns
Provide specific examples demonstrating scope, complexity, and topical experience may be requested by the Government as part of verifying personnel and contractor capability.
Knowledge of the Microsoft Office Suite of products.
