THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY This position is onsite in Indiana
Position Summary: The Section 406 Mitigation Specialist will provide onsite technical and programmatic support to the client in identifying, developing, evaluating, and documenting hazard mitigation opportunities associated with FEMA Public Assistance (PA) projects. The Specialist will focus on mitigation measures eligible under Section 406 of the Robet T. Stafford Disaster Relief and Emergency Assistance Act that reduce the potential for future damage to disaster-affected facilities.
Working closely with client representatives, FEMA, state agencies, engineers, project managers, and other stakeholders, the Section 406 Mitigation Specialist will help incorporate cost-effective mitigation measures into eligible permanent work projects and support the development of documentation necessary for FEMA review and approval. Candidate(s) must be willing and able to deploy up to 100% to sites of the disasters. Travel expenses are paid. Staff may be lodging in a hotel for up to 6 months.
The 406 Mitigation Specialist(s) will advise applicants and formulate / review 406 Mitigation Proposals to mitigate impacts or the severity of impacts from future disasters to critical infrastructure. Facility types will vary and potentially include any eligible facility as listed in the PAPPG. Event types include all types of events that could potentially be declared a federal disaster as listed in 44 CFR § 206.2
Job Duties and Responsibilities
Provide onsite Section 406 hazard mitigation support to the client throughout the FEMA Public Assistance project development process.
Review damaged facilities, project scopes, damage description, site inspection information, and supporting documentation to identify potential mitigation opportunities.
Evaluate proposed repair and restoration projects for opportunities to reduce future disaster-related damage.
Develop and recommend practical and cost-effective hazard mitigation measures for damaged facilities and infrastructure.
Assist with incorporating Section 406 mitigation measures into FEMA PA project scopes of work.
Prepare mitigation proposals, narrative’s cost information, technical documenting, and supporting justification for FEMA review.
Evaluate mitigation measures for eligibility and cost-effectiveness in accordance with FEMA Public Assistance policies and requirements.
Support benefit-cost and cost-effectiveness analysis when required for proposed mitigation measures.
Assist with responses to FEMA Requests for Information (RFIs) and other mitigation-related questions.
Participate in site visits, project meetings, and recovery coordination activities.
Review project documentation to ensure proposed mitigation measures are clearly distinguished from eligible disaster-related repair work and code or standard upgrades.
Follow and ensure health and safety guidelines are followed.
Complete all required compliance training.
Perform other related duties as assigned.
Skills and Competencies
Must have an expert knowledge of the FEMA 406 Mitigation Program.
Ability to write comprehensive 406 Mitigation project sub applications/proposals.
Understanding of and experience using the FEMA Benefit-Cost Analysis (BCA) tool.
Ability to screen / triage sub applications for eligibility, feasibility, cost-effectiveness, and EHP compliance.
High proficiency in Microsoft Office Suite (Outlook, Word, Excel, Notes) and electronic project/document management systems.
Valid driver’s license and satisfactory driving record.
Proficiency with Grants Manager.
Required Education and Experience
Bachelor’s degree in engineering, construction management, emergency management, public administration or a related field is preferred.
Minimum of 3 years of experience supporting FEMA Public Assistance, hazard mitigation, disaster recovery, construction, engineering, or a related work preferred.
Experience developing or reviewing FEMA Section 406 mitigation proposals.
Experience with FEMA Public Assistance project formulation and documentation preferred
Physical and Work Environment
Position is expected to work onsite at the client’s designated location
Ability to attend meetings and conduct site visits as disaster damaged facilities as required
Site visits may involve walking over uneven terrain, exposure to outdoor weather conditions, and accessing active construction or disaster recovery sites.
Must be able to travel locally or regionally as required to support project activities.
Must be able to work extended or non-standard hours when required by disaster recovery operations.
