Summary of Position
Banner Quality Management Inc. (BQMI) is searching for a Range Safety SME to support the NASA Office of Safety and Mission Assurance (OSMA) located in Kennedy Space Center, Merritt Island, Florida.

Essential Duties & Responsibilities:
Facilitate independent review processes for range flight safety activities across NASA centers, supporting OSMA’s oversight and assurance mission.
Develop, tailor, implement, and provide guidance on NASA Range Flight Safety Policy in coordination with OSMA, including evaluation of non-compliances and review of risk assessments.
Support risk assessment processes in flight testing and launch operations at NASA centers the Eastern and Western Test Ranges, applying OSMA-approved methodologies.
Review, update, and deliver the suite of NASA Range Flight Safety courses (Orientation, Analysis, Flight Safety Systems, UAS Range Flight Safety, Operations), including development of new courses as identified by OSMA.
Provide instruction for NASA Range Flight Safety courses and ensure course content aligns with OSMA standards.
Support the development of joint range flight safety requirements with US Space Force, FAA, and NASA as part of the Common Standards Working Group and Range Commanders Council.
Review and update NASA Range Flight Safety Memoranda of Understanding/Agreement affecting policy or requirements, including research, writing, and updating documents for OSMA.
Perform analyses and assessments using widely accepted risk assessment tools (e.g., Range Risk Assessment Tool (RRAT) and Joint Advanced Range Safety System (JARSS)) in support of range safety risk analysis or operations.
Produce articles on Range Safety-related topics (e.g., meetings, tool development, analysis techniques, flight/launch activity) for OSMA dissemination.
Support range safety systems development, including technical review and interface with programs developing new systems (e.g., Enhanced Flight Termination System (EFTS), the Autonomous Flight Safety System (AFSS)).
Facilitate and aid in the establishment of UAS requirements, processes, and procedures, coordinating across NASA Centers, Programs, Projects, DoD, and FAA for consistency.
Ensure technical competency and excellence throughout the NASA Range Flight Safety Program by supporting panels, technical interchange meetings, forums, and conferences with NASA Centers, government agencies, and commercial entities.
Utilizing expertise in Range Flight Safety, provide cross‑discipline support across OSMA safety disciplines, including Payload Safety, by reviewing policies, standards, and program documents; recommending updates; and supporting the integration of changes that enhance alignment with OSMA’s strategic safety objectives.
Support OSMA participation in key international and interagency safety engagements by helping coordinate inputs, prepare technical materials, track cross‑agency safety issues, and facilitate consistent messaging on Safety and Range Flight Safety topics.
Travel is required.
Essential Skills:
Experience performing range flight safety reviews and risk assessments for aerospace activities with diverse stakeholders, preferably in support of OSMA or similar oversight organizations.
Familiarity with NASA Range Flight Safety Policy, risk assessment frameworks, and tools (e.g., RRAT, JARSS).
Experience supporting policy development and implementation.
Experience developing and delivering technical training courses related to range flight safety, including course design and instruction.
Strong written and verbal communication skills, including the ability to produce technical articles and documentation for OSMA audiences.
Active participation in the range safety community through panels, technical meetings, and conferences.
Proven track record of working in teams with government agency representatives and international partners.
Experience/Education:
Bachelor of Science, Aeronautical Engineering is desired.
Experience conducting working group meetings is needed.
Must be able to provide:
Updates to the Range Flight Safety NPR and NASA Standard
Range Flight Safety Operations course instruction
Personality or self-management skills:
Ability to work closely with clients in a shared working environment
Ability to coordinate and communicate effectively along a broad spectrum from executive management to support staff
Ability to perform work within specific timeframes and adhere to deadlines
Must be a self-starter and able to work independently
