Summary:
Supervises internal operations and maintenance personnel to oversee O&M activities for MEAG Power’s transmission assets — including vegetation management, battery and relay maintenance, and repair or replacement of transmission structures, equipment, and low-side distribution equipment — along with the associated work orders, Maintenance Authorization Requests (MARs), and invoice review that support that work. Functionally responsible for the physical security of MEAG Power’s transmission assets, including developing, maintaining, and updating the policies and procedures needed to remain compliant with physical security standards. Enforces safety procedures for MEAG Power field operations staff and maintains current knowledge of OSHA and electric utility industry standards. Represents MEAG Power on Integrated Transmission System (ITS) working groups and relevant regional and national committees on transmission operations, maintenance, and security.
Scope of Responsibility:
Accountable for the maintenance, physical security, and condition monitoring of $800+ million in MEAG Power transmission and substation assets. Manages an O&M budget of roughly $1 million in administrative expenditures and $27+ million in contracted maintenance and operations spend annually and implements company policy and procedures accordingly. Develops and implements the training needed to comply with regulatory requirements for physical security. Customers served include wholesale electric systems, suppliers, system operators, and operations and monitoring centers, among others.
This position has two direct reports: the Senior Transmission Training & Safety Specialist, who certifies MEAG Power personnel, contractors, and Participant employees to perform limited maintenance and routine operations on the high-voltage transmission system and on the low-side distribution feeders serving MEAG Power’s Participants; and the Senior Operations & Maintenance Coordinator.
Key Responsibilities/Accountabilities:
Supervises the day-to-day work of the O&M team: work order creation, Maintenance Authorization Requests (MARs), invoice review, contractor coordination, and inventory management.
Manages a budget of roughly $1M in administrative expenditures and $27M+ in contracted maintenance and operations spend, with authority to approve capital expenditures up to an authorized limit.
Establishes section policies, procedures, and standards that keep the team aligned with MEAG Power's broader programs and initiatives.
Tracks monthly spending by category and FERC account against budget.
Serves as subject-matter expert for NERC standards PRC-005 (Protection System Maintenance & Testing), FAC-003 (Vegetation Management), EOP-004, and CIP-014, among others.
Works with the Cyber Security Manager to build and maintain MEAG Power's Critical Infrastructure Protection (CIP) physical security policies and procedures.
Shares responsibility to review and update MEAG Power’s Cyber and Physical Incident Response Plan (CAPIRP) and the MEAG Event Reporting Operating Plan (MEROP); participates in GridEx grid-security exercises.
Monitors industry physical security alerts and assesses impact on MEAG Power infrastructure.
Performs and supports incident investigations and reporting to DOE, NERC, SERC, local law enforcement, the FBI, E-ISAC, GEMA/HS, and fellow ITS members.
Supervises the Senior Transmission Training & Safety Specialist, who certifies MEAG Power staff, contractors, and Participant personnel to work safely on the high-voltage transmission system and low-side distribution equipment.
Champions physical security awareness and training across MEAG Power and its Participants.
Enforces field safety procedures and stay current on OSHA and electric utility industry standards.
Works directly with municipal electric distribution systems and transmission operators on day-to-day and emergency operations.
Represents MEAG Power on Integrated Transmission System (ITS) working groups and relevant committees within SERC, APPA, NATF, and/or LPPC covering operations, maintenance, testing, protection, and physical security.
Performs other duties and special projects as assigned.
Qualifications:
Requires a bachelor’s degree in electrical or mechanical engineering from an accredited college or university.
5-8 years related experience in the utility industry with direct experience in Transmission Maintenance and Operations. At least 1 year of experience must include direct supervision of other technical and professional individuals.
Excellent oral, written, interpersonal and time-management skills.
