About the Commission for Higher Education:
Created in 1971, the Indiana Commission for Higher Education (CHE, Commission) is the State's higher education coordinating agency, driven to improve economic and social mobility for fellow Hoosiers through postsecondary education and training, and is a part of Governor Mike Braun's Office of Education. The Commission also administers Indiana’s state financial aid programs, including 21st Century Scholars, which celebrates 35 years in 2025. More information can be found at che.in.gov.
Role Overview:
Under the direction of the Assistant Commissioner for Career and Technical Education (CTE), the Director for Work-Based Learning (WBL) and Credential Attainment leads the Career and Technical education team’s work pertaining to providing students access to WBL and credential opportunities through CTE programming. The Director’s work includes a strong focus on implementation of Indiana’s new high school diploma and honors seals and ensuring compliance with Indiana legislative code and education vertical guidance. The Director ensures WBL and Credential of Value resources and support are focused on the improvement of college and career readiness, student achievement and growth, and participation in CTE programs and activities statewide. To achieve this, the Director will develop mutually beneficial internal and external stakeholder partnerships to strengthen opportunities for students to participate in work-based learning and earn credentials of value while in high school. The Director also provides day-to-day oversight, direction, delegation, accountability, and assessment of a CTE Program Manager and their assigned work pertaining to supporting work-based learning (WBL) and credential of value (CoV) efforts.
Salary:

A Day in the Life:
Increasing alignment, accessibility, affordability, and attainment of postsecondary credentials:
Provide guidance to ensure fidelity in the implementation of high-quality work-based learning throughout the state.
Ensure that all work-based learning and credential of value documentation is updated and accurate including WBL guidance documents, annual Credentials of Value list, CTE funding memo, and industry certification reimbursement.
Lead the review and revision process for the annual credentials of value list and lead interagency partnership communication with the Department of Workforce Development, Indiana Department of Education, and external stakeholders as needed.
Lead the development of industry engagement resources to strengthen and increase work-based learning opportunities throughout the state.
Develop resources on work-based learning and credentials of value to support CTE directors and school staff in implementing high-quality opportunities for students.
Lead communication and collaboration with the CTE data team to ensure accurate information on reporting procedures is communicated to schools, intermediaries, and other stakeholders.
Coordinate with education vertical colleagues and the CTE data team to support cross-agency initiatives and provide insight into the needs of reporting and tracking of WBL experiences and earned credentials as part of meeting Indiana diploma honors seals requirements.
Communicating the value of Higher Education:
Oversee regional outreach, education, and engagement pertaining to work-based learning and credentials of value.
Lead the WBL Program Manager in implementing regional outreach, education, engagement, and accountability pertaining to all WBL experiences and CoV attainment.
Lead WBL and CoV communications and outreach with postsecondary institutions, industry partners, and other strategic education/community partners.
Engaging with interagency partners aross the educational vertical:
Work with Indiana Department of Education to maintain WBL and CoV guidance, website updates, etc.
Lead efforts to increase industry understanding of work-based learning and credentials of value and in soliciting input and feedback.
Collaborate with internal and external stakeholders to develop and maintain mechanisms that support information gathering and integration into Commission goals and metrics.
Managing talent:
Implement the agency's Strategic Management Plan for the CTE Program Manager including annual goals and metric-based outcomes.
Provide oversight and direction for CTE Program Manager’s maintenance and continuous improvement.
Regularly report on progress toward established leading and lagging indicators for strategic initiatives.
Document and refine project management processes.

Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
