Overview of the Organization
The Chief Operating Office (COO) Technology organization is responsible for defining and executing technology strategy, roadmap, and GenAI adoption across Core Operations, Corporate Shared Services, Controls, and enterprise GenAI initiatives. The COO Technology capability sits within the CIO organization, reporting into the CIO and COO of the firm. The organization ensures strategic alignment of solutions across a diverse portfolio of cross-business and functional capabilities such as KYC, Fraud, Wholesale Lending Operations, Cash Management, Balance Sheet Substantiation, Reconciliations, and Regulatory Reporting. It also drives the modernization of enterprise applications and process reengineering through shared services, comprehensive data architecture, automation, and the adoption of Generative AI solutions.
Job Purpose
The Enterprise Architect - Fraud Domain (Director, C15) is a senior technology leadership role within the COO Technology organization. This leader will be responsible for designing, developing, and executing the overall target-state architecture vision, technology roadmap, and delivery strategy for Citi's global Fraud Technology portfolio.
The successful candidate will act as a visionary leader to standardize, simplify, and scale a currently fragmented fraud application landscape, defining a holistic target-state architecture that incorporates all fraud capabilities, systems, and platforms by region, channel, and business line. A critical component of this role is mapping and optimizing end-to-end fraud journeys for all fraud use cases across North America (NAM) and international regions.
This leader will act as a strategic technology advisor across architecture, risk, and controls, bringing an enterprise mindset to simplify, modernize, and strengthen the Controls technology landscape. They will drive the adoption of modern cloud architectures (AWS preferred), Generative AI, and Agentic AI solutions to deliver real-time, high-throughput fraud decisioning while maintaining a robust risk and control posture.
Evolve Global Architecture: Own and maintain the multi-year technology roadmap and target-state architecture for the global Fraud domain, aligning with enterprise architecture standards, finance targets, and risk mandates.
Holistic Target State: Define a comprehensive, target-state architecture that consolidates and rationalizes all fraud capabilities, systems, and platforms across different regions (NAM and International), channels (digital, branch, contact center), and business lines.
Standardization & Blueprints: Develop architecture blueprints, end-to-end systems designs, and operating models that promote standardization and reduce architectural complexity.
Annual & Quarterly Planning: Lead architectural intake, scoping, sizing, dependency mapping, sequencing, and funding alignment during annual planning and quarterly reprioritization cycles.
2. Fraud Journey Mapping & Business Alignment
End-to-End Journey Mapping: Map and document end-to-end fraud journeys for all key fraud use cases (e.g., transaction monitoring, identity theft, account takeover, application fraud, first-party fraud) globally.
Strategic Business Partnership: Serve as a key technology partner to senior business executives, Fraud Operations, Risk, and Compliance leads to translating business outcomes and regulatory mandates into prioritized technology initiatives with clear ROI.
Frictionless Controls: Ensure that fraud prevention controls are seamlessly embedded into customer journeys, balancing robust security with first-class customer experience.
3. Portfolio Rationalization & Simplification
Application Rationalization: Lead the rationalization of the current fragmented fraud application landscape, identifying opportunities to decommission legacy systems, eliminate redundancies, and reduce technical debt.
Drive Efficiencies: Lead efficiency and productivity programs targeting improvements in cycle time, quality, throughput, and cost-to-serve across the fraud technology ecosystem.
Reusable Capabilities: Define reusable, enterprise-grade fraud capabilities (e.g., common decisioning engines, shared data pipelines, unified alerting) to simplify solutions and reduce total cost of ownership (TCO).
4. Innovation & Advanced Technology Integration
Cloud & AI Leadership: Lead the design and integration of complex, scalable systems with a significant focus on Cloud (AWS preferred), Generative AI, and Agentic AI solutions for fraud detection and investigation.
Emerging Tech Evaluation: Evaluate emerging fraud technologies, machine learning models, and vendor platforms to identify opportunities for continuous innovation and improvement.
Strategic AI Partnerships: Collaborate with AI engineering teams and strategic partners (such as Google and Anthropic) to design, pilot, and scale advanced AI-driven fraud capabilities (e.g., LLM-assisted fraud investigations, agentic workflows for alert triage).
5. Governance, Risk & Controls Advisory
Strategic Risk Advisor: Act as a strategic advisor on architecture, risk, and controls, bringing an enterprise-wide perspective to Fraud technology.
Design Governance: Lead Fraud Architecture Review Boards (ARBs) and design governance forums to ensure all projects conform to target-state blueprints and engineering standards.
Risk Framework Integration: Embed strong risk and control frameworks into all phases of technology delivery, ensuring robust, scalable, and compliant solutions.
Reputational Safeguarding: Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets.
6. Technical Leadership & Stakeholder Engagement
Mentorship & Guidance: Act as a technical leader, providing mentorship, guidance, and influence to solution architects (including the Fraud Solution Architect) and engineering teams across the organization.
Executive Communications: Develop and deliver executive-level communications, including steering committee materials and portfolio updates, to senior business and technology executives to improve decision-making speed and reduce execution risk.
Cross-Functional Collaboration: Collaborate with cross-functional delivery leads spanning engineering, product, cyber, risk & compliance, data, and operations to ensure on-time and on-budget execution.
Qualifications
Experience:
15+ years of relevant experience in technology, with a proven track record in Enterprise Architecture or senior Solution Architecture roles within global financial institutions.
Demonstrable Fraud Technology delivery experience at major global banks or leading fraud technology vendors (e.g., experience with Nice Actimize, LexisNexis, BioCatch, Feedzai, ThreatMetrix, or proprietary bank fraud systems).
Proven track record of leading large-scale portfolio rationalization initiatives and defining target-state architectures for complex, high-impact portfolios.
Technical Expertise:
Deep technical expertise in fraud detection systems, transaction monitoring, authentication, authorization, identity verification, and Single Sign-On (SSO).
Strong experience with cloud technologies (AWS is highly preferred), with relevant cloud certifications considered a strong plus.
Mature understanding and experience in adopting Generative AI, Agentic AI, and machine learning models in enterprise production environments.
Proficiency in creating complex technical diagrams, models, and architectural artifacts using tools like Visio or Signavio.
Leadership & Soft Skills:
Significant experience of acting as a strategic partner to senior business and technology executives.
Exceptional communication and diplomacy skills, with the ability to decompose complex technical concepts into simple, actionable strategies for both technical and non-technical audiences.
Strong working knowledge of risk, controls, and compliance frameworks within the financial services sector.
TOGAF or equivalent enterprise architecture certification is highly preferred.
Education
Bachelor's degree/University degree or equivalent experience is required.
